Erie County, PA: I've been making this type of chart (turnout vs. vote share per precinct) for many counties in PA but am absolutely baffled by this one. Erie is a bellwether county that has predicted the president in every election since 1980. I have not rounded any calculations in this chart.

X-axis: turnout, calculated by dividing total presidential ballots over registered voters per precinct

Y-axis: vote share, calculated by dividing candidate vote totals over total presidential ballots per precinct

This is looking very, very, very clean for organic data. See next pic for diagram of what I am seeing that is clean.

Here's something interesting: Let's look at democratic stronghold cities. These charts show how well a candidate did based on precinct turnout. Notice that Harris is consistently concentrated towards the top of the vote shares...except in Philly where something odd happens......

In Chicago votes are concentrated around the 50% mark but remain fairly even regardless of precinct turnout percentage.

In San Francisco there is a slight positive correlation between voter turnout and Harris' voteshare, basically meaning she did better in precincts with more voters. (See? People did turn out for her!)

In Brooklyn results are more mixed but you can still see a fairly positive relationship between Harris voteshare and turnout percent. As we approach 75% turnout she hits her highest vote shares. Again, this shows that people did in fact turn out for Harris.

In Philadelphia something odd happens: We see Harris consistently outperforming until a certain point, where Trump overtakes her performance. Despite Philadelphia being extremely blue, Trump performs his best in precincts with very high turnout. There is quite a significant positive correlation between turnout and Trump vote share here.
