I have FOIA'd records from GCSO showing one of these payments, for the round sum of $180,000 -- which, at $15K each, would imply 12 task force members at the time -- for "IT and equipment."
A 4/30/26 payment record from ICE, labeled "298(g) TFM [Task Force Model] Service Provider 2026 IT and Equipment Incentives" with the subject "Greene County Sheriff's Office 287g report Jan 1-Mar 31, 2026," with a payment of $180,000 divided equally between "Information Technology" and "Equipment."

On Sept. 9, C-VILLE emailed GCSO to ask about the missing stops. They never answered us. But FOIA'd emails show their records specialist emailing the Virginia State Police, who maintain that traffic stop data, on Sept. 12, asking about updating stops "that were forgotten to be entered."

But wait, there's more! Three days after I emailed GCSO about missing stops, FOIA records show they emailed VSP to report stops "that were forgotten to be entered in June." (They never responded to me.) Those numbers are now updated in VSP's data. The differences are stark.
If we have some traffic stops that were forgotten to be entered in June and we entered them now or even after the 15th of the month, I know the form will be updated.

I’m impressed by the sheer volume of copyright infringement taking place on this one tow truck.

This appears to be another photo from the same incident.
In what appears to be the same parking lot, the same hooded ICE agent holds the same prisoner, with the same blue baseball cap and now handcuffed, near a sheriff's department vehicle. We got records from Greene County for DHS payments through June, and one of the last ones, dated July 10, shows an amount, $7,787.79, almost identical to the cost of Greene's June ICE overtime.

Greene's 287(g) agreement says it's on the hook for all salaries and overtime, but ICE, flush with cash, appears to be footing the bill for the department anyway.

X. COSTS AND EXPENDITURES

Participating LEA personnel will carry out designated functions at the LEA's expense, including salaries and benefits, local transportation, and official issue material. Whether or not the LEA receives financial reimbursement for such costs through a federal grantor other funding mechanism is not material this MOA.

We also got pay records dated July 23, which show even more ICE overtime (in dollar amount) for the department. Not clear whether this pay period covers the June 23 raids, but records show Smith collecting $2,392.56, a 20% bonus atop his regular salary.

One thing I haven't had room or sufficient justification to mention in our stories thus far: These raids are (modestly) personally lucrative for GSCO personnel who participate, especially the sheriff.

Got these photos from Greene County sources who say they were taken this morning. The photos have changed hands enough times that they lack metadata, but landmarks in the images suggest they're just outside Creekside Ranches off Preddy Creek Road. www.google.com/maps/place/R...
On a rural road, a dark gray Hyundai hatchback is either turned or stopped in the opposite lane, in front of either three vehicles from the Greene County Sheriff's Office, or two sheriff's vehicles -- a cruiser up front and a white transport van behind -- surrounding a third white vehicle. One sheriff's deputy is visible, standing in front of the open door of the cruise. A second figure who may either be a deputy or an ICE agent, dressed in quasi-military gear, stands near the driver's door of the white van. Signs in the image identify this as Preddy Creek Road, with a sign advertising Ryan Homes's Creekside development.In a second photo, the gray Hyundai is no longer in frame, and it seems clearer that two sheriff's vehicles have surrounded a third white SUV-type vehicle.

I had an answer: "The building is constructed to standards well beyond those of typical market-rate apart-ments, with detailing designed to protect each unit from water intrusion and pests." Yet my answer felt incomplete because long-term success depends as much on sustainable funding as on durable construction.

Speaking of court filings, Catie looked at eviction cases filed by CRHA since 2024. While the amounts of unpaid rent they go to court over still vary widely, more and more of CRHA's cases have involved smaller & smaller amounts over time. (Behold! A peek into our arcane spreadsheets!)
A scatterplot of principal amounts the CRHA has sued for in eviction cases, plotted against hearing dates. From 2024 to now, the average amount CRHA sues tenants for has shrunk, with the plot's trendline sloping downward from the past to the present.

3. The 287(g) agreement GCSO signed with ICE specifically states that GCSO has to follow state law unless doing so would violate federal law.
However, when engaged in immigration enforcement activities, no participating LEA personnel will be expected or required to violate or otherwise fail to maintain the LEA's rules, standards, or policies, or be required to fail to abide by restrictions or limitations as may otherwise be imposed by law unless doing so would violate federal law.

A twitter post in which @PolitiBunny asks the Justice Department to intervene in the civil rights investigation Virginia AG Jay Jones has launched into the Greene County Sheriff’s Office. @EmilyCovPA, whoever that is, replies, “On it.” The AG has asked the GCSO to turn over assorted materials in the wake of a C-VILLE Weekly investigation that found that the sheriff’s own reported traffic stop data showed disproportionate stops of Hispanic drivers, in apparent violation of Virginia law prohibiting racial profiling in traffic stops.

In interviews and bodycam footage we reviewed, both GCSO officials and a masked ICE agent repeatedly stated that GCSO was _only_ out there on June 23 doing traffic enforcement. What one deputy said in private, however, suggests otherwise.

On June 23, the day of the ICE raids, 16 of the 32 people stopped by GCSO -- 50% -- were Latino. More than 40 percent of all of Greene's traffic stops involving Latino drivers for June took place on that one day. Highest % by far all month. ICE sent 49 people to detention in those sweeps.

I got statewide traffic stop data from July 2020 through June 2026, and used a tool called Rowboat to analyze that data for percentages and patterns. I found what looks like a trend: The Greene sheriff's office is pulling over bigger percentages of Latino drivers since their May 2025 ICE pact.

Albemarle County and Virginia's lines stay pretty consistently around or below 11-12% Greene County's line starts around 10% and, with some zigzags, keeps rising, with the biggest growth starting after May 2025, when their sheriff's office signed its 287(g) agreement with ICE.

I think what this book suggests is that it might be a totally viable strategy to stitch together a winning coalition with a principle that’s narrow enough to be definable, broad enough to include a lot of people, and that is partisan, right? It isn’t actually trying to be about bringing everyone together. [A coalition] that is about drawing distinctions in the larger electorate. That is about saying, if you are for this, then you are with us, rather than trying to pinpoint something in the center in hopes that you’ll be sort of sufficiently inoffensive to enough people. 

I do think that part of what Lincoln stumbles upon or discovers is that you’re going to be offensive to some people, and that’s actually part of how you put together a coalition: by creating a sense or demonstrating that actually there are people opposed to us, and if you are also opposed to them, then you’re with us.

Near as I can tell -- I looked at the text of the law just the other day on the LIS -- it doesn't go into effect until July 1. lis.virginia.gov/bill-details...
Law-enforcement officers; restrictions on wearing of facial coverings; exceptions; penalty. Prohibits any law-enforcement officer, defined in the bill, from wearing a facial covering, defined in the bill, while engaged in the performance of his official duties. The bill sets out several exceptions to such prohibition, including protective facial coverings to protect against disease, infection, and exposure to toxic substances and facial coverings worn by any law-enforcement officer assigned to a special weapons and tactics team while engaged in the performance of his official duties with such team. The bill subjects the law-enforcement officer to disciplinary action, including dismissal, demotion, suspension, transfer, or decertification, and creates a Class 1 misdemeanor for any law-enforcement officer who wears a facial covering in violation of the provisions of the bill unless the law-enforcement agency that employs such law-enforcement officer has adopted and established a written policy for and restrictions on the use of facial coverings. The bill also directs the Department of Criminal Justice Services to develop a model policy for and restrictions on the use of facial coverings by law-enforcement officers. This bill is identical to SB 352.

Below the text, there's a record that the governor signed the bill into law on 5/20, but it's not effective until 7/1/2026.

It was a foolhardy plan which would have needed a golden streak of luck. I had £50 in travel money. The chief German agent had run a bank three times. I bancoed it and lost. I suivied and lost again, and suivied a third time and was cleaned out, a humiliating experience which added to the sinews of war of the German Secret Service and reduced me sharply in my chief’s estimation.

It was this true incident which is the kernel of Bond’s great gamble against Le Chiffre.
