Overspending is not only "driven by an ageing population with increasingly complex care needs, rising inflationary pressures& growing children’s social care demand...pushing many councils to the brink of bankruptcy" Financialisation, private equity & pure extraction keep getting left out of equation

The UK’s public finance bodies have real potential to drive economic transformation, but they are too siloed, too small relative to international peers, and the fiscal rules are holding them back.

'Hope', fiscal rules & 'balancing the books' don't go together. Why is it so difficult to end the narrative that govts shouldn't/can't spend to invest in the public interest, which leads to economic multipliers bringing returns? And that it's not the duty of govt to redistribute wealth through tax?
