Russians attacked an ambulance in Kherson, injuring 2 medics – Regional Military Administration. ​At around 4:25 PM in Kherson, Russian troops targeted an emergency medical services vehicle with a drone. The crew was in the middle of transporting a patient to a hospital at that time.

APPLEBAUM: Russians hitting Kyiv because they can’t move forward on front line, can’t defend Crimea, can’t defend refineries. They know Ukrainians don’t have enough air defense against ballistic missiles. That’s one weapon Russians still have, but it’s not going to win them war.

Russia operates a fleet of around 1,000 'shadow tankers' to circumvent sanctions. These ships are often old, underinsured, and operated through opaque ownership chains designed to obscure responsibility. Beyond transporting sanctioned Russian oil, they also carry environmental risks.
