Exited to share my new article! It shows that the de facto safe havens transborder rebel groups once enjoyed abroad are becoming less secure. As the ICC and universal jurisdiction increase legal risks in foreign sanctuary, rebel groups turn to amnesties for serious crimes as a pathway home.
