That was the numeric impact considered by the Supreme Court. In actuality, incidence of voter fraud is much closer to 1 in 1,600,000. In other words, for every 3 Congressional elections maybe 1 vote is fraudulent. If I gave you odds of 1:3000 you might win $100 would you give me your SSN, etc?
