That’s not I said. But this proposal follows a pattern of good intentions that are acted on before the homework is done - setting everyone up for disappointment. We like to campaign on ideas more than plan and build programs that deliver and endure.

because Oregon is *way* better at coming up with values-aligned ideas than effective implementation plans

I've had to pause this lil side project because I have no time anymore, but Portland downtown's incredibly sterile and car-oriented streetscape does it no favors either www.google.com/maps/d/u/0/e...

my first "job" (internship) out of high school was with the Tampa Downtown Partnership, doing activation work. bringing residents was the gating factor, because Tampa similarly had a work-only core and is also separated by a river. they've made progress but it's very hard to start from scratch.

the lack of population is really the crux of it. lots of downtowns sit along a river, though being cutoff by both the river and the hills does make it a bit harder. even the adjacent population densities in the Pearl, NW, PSU, and South Waterfront don't have a lot of reason to go there.

Implementation & diffusion of general purpose technologies always takes longer than boosters expect because taking full advantage of the new affordances requires transforming institutions, skillsets & protocols—& those things are hard/slow to change. Consider electricity: www.bbc.com/news/busines...
bbc.com
Why didn't electricity immediately change manufacturing?
The internet shows, as with electricity, that real technological change takes time and imagination.

We're here to make sure Portland has a home for everyone. We're the only ones doing that. If someone isn't in favor of homes for everyone, they don't get our endorsement.

It does voters a disservice to believe they can't take multiple issue-based endorsements into consideration when making their own decisions about who to vote for.

2) In the polarized Council, having moderates who create a permission structure for others to vote yes, and who present the moderate case, increases our likelihood of passing a strong IE4A package.

matt tuckerbaum @mrtuckerbaum.bsky.social · 25/09/2026
1) That is incorrect, Justin. Clark has been a reliable vote for the housing and land use policies we support. The endorsement reflects the fact that the team expects that will continue. We also know and acknowledge that she will take other votes many members disagree with, often strongly.

We've been building actual relationships with every Councilor who will partner with us through a volunteer lobbying program we spun up after the last election. We secured a 12-0 vote on the IE4A resolution. You're entitled to your assessment, but I disagree with it.

As the endorsement committee wrote on the website, Jeremy didn't show up knowing his stuff on housing. The team can't make up for a candidate that doesn't do the basics. P:NW is not obligated to endorse three candidates, but we do need 7+ votes and the Mayor to direct the City apparatus to execute.

matt tuckerbaum @mrtuckerbaum.bsky.social · 24/09/2026
Endorsements are meant to say: of the candidates, these are the ones you should consider if housing and land use are important to you. Supporters of P:NW's campaigns cross the political spectrum. It's worth looking at the explanation of how Clark has supported P:NW priorities.

matt tuckerbaum @mrtuckerbaum.bsky.social · 24/09/2026
You certainly don’t have to rank Clark! I wouldn’t if I were in D4. But these endorsements are meant to guide people of all perspectives who care about solving our housing shortage. There are people who won’t consider Green or Evenstar, who value the guidance on who will champion housing production.

Yes, that seems especially arbitrary. 20ft between combustible structures and away from cars are inconsistent with life in a city. Fire Department desired geometry and risk aversion should be inputs to the urban design process, not the only word.

matt tuckerbaum @mrtuckerbaum.bsky.social · 21/09/2026
For reference: www.portland.gov/fire/permits... Most other things on here look like they are covered or could be remediated from what I’ve seen at FF. Whether remediation is an option in these situations with PP&D is unclear.

Looks to me like PF&R has some arbitrary rules that this couldn’t work around: tents must be in use < 180 days/year, >20’ from a combustible wall, and >20’ from any parked cars. The way PF&R stacks multiple mitigations instead of creating options is the same problem as single-stair here.

100%, it is a serious vitality issue. A huge part of streamlining permitting should be reducing the number of things that need permits.

@councilormorillo.bsky.social @councilortkl.bsky.social we’ve got to get our policies and procedures under control, especially when it comes to permitting. Small businesses should be able to find ways to make it work, and the City should help them.

matt tuckerbaum @mrtuckerbaum.bsky.social · 20/09/2026
It looks like the City received a complaint about unpermitted structures. They’ve got three tents on their property. Who complains about this? Why do tents require permits? Why can’t we find the smallest necessary remedy, if one is needed?

The owner of Flying Fish says the City of Portland is forcing him to take down a tent for covered seating that’s on the parking lot on the property. He says a replacement permanent structure would cost $100K. Anyone know on what grounds the City is doing this? www.indiegogo.com/en/projects/...
