In Xi visit, Trump embraces autocracy

ALEX BRANDON The Associated Press

President Donald Trump and First Lady Melania Trump walk with China President Xi Jinping and his wife, Peng Liyuan, in the Grand Foyer of the White House on Thursday.

He bans American outlets while celebrating leader who brutally suppresses free speech.

Analysis by PETER BAKER The New York Times

WASHINGTON-At the White House gate, a throng of Chinese journalists was being admitted onto the grounds of the Execu tive Mansion to cover the visit of President Xi Jinping. Out on the street, several American journalists were blocked from entering the White House on the orders of President Donald Trump.

The scene on Pennsylvania Avenue on Thursday morning captured a surreal week in the life of Washington. The presi dent of the United States barred American reporters because he labeled them a threat to national security, while welcoming Chi-nese reporters who answer to the communist dictatorship in Beijing.

This would be the same president who is rünning gov ernment-paid television adver-tising vowing to stop the United States from becoming socialist or communist in the same week that he held a friendly meeting with the democratic socialist mayor of New York and rolled out a literal red carpet for the communist president of China. The same president who is wag-ing economic war against the prime minister of Canada while inviting the president of Russia to visit his Florida golf club.

In the epic contest between democracy and autocracy, Trump has long given the impression that he may be on the other side. But rarely has that been brought home as starkly as this week, as he pun ishes news outlets for being too

Federal employees paid $9.5B not to work

DOGE efforts to shrink workforce hiked paid administrative leave.

By EILEEN SULLIVAN
The New York Times

The Trump administration paid federal employees $9.5 billion not to work during 2025, part of the president's plan to reduce the size of the federal bureaucracy and government spending, according to a new estimate from a congressional watchdog.

The Department of Government Efficiency's program to shrink the federal workforce through deferred resignations increased the use of paid administrative leave by 435% during the first year of President Donald Trump's second term, the Government Accountability Office said in a report Tuesday. That represents a sixfold increase since 2023.

Drastically reducing the size of the federal workforce was part of a broader Trump administration plan to rein in what it called frivolous and wasteful federal spending, with an initial promise of $1 trillion in savings.

The administration has said its efforts have led to $200 billion in savings, a figure that outside experts have not independently confirmed. In addition, the federal deficit has increased since Trump returned to office, in part because of the war in Iran and the mobithe federal deficit has increased since Trump returned to office, in part because of the war in Iran and the sweeping tax cuts that Republicans enacted in 2025.

During a congressional hearing Tuesday, Treasury Secretary Scott Bessent said a government initiative to cut spending "is coming." Spending on civilian salaries and benefits represents a small fraction of the total fed-eral budget. Yet it was among the Trump administration's first targets for cutting costs.

In a January 2025 email, the Trump administration offered a proposition to about 2 million federal workers with the subject line "Fork in the Road." It was billed as a one-time-only offer to pay workers through Sep-tember 2025 if they resigned within the next nine days. The offer came with the warning to the employees that they were likely to be fired eventually as the Trump administration sought to decrease the size of the federal government.

The federal civilian work-force has shrunk by about 12% since Trump returned to office, according to data from the Office of Personnel Management, as a result of resignations, firings and new hires. But the agency has not been able to identify the long-term savings, the accountability office found. The Office of Person-nel Management did not respond to a request for comment.

Of the $9.5 billion in paid administrative leave, the congressional watchdog said that about $6.7 billion was associated with the deferred resignation program, which agencies continued to offer at other points during 2025. According to federal data. 139,963 federalgressional watchdog said that about $6.7 billion was associated with the deferred resignation program, which agencies continued to offer at other points during 2025. According to federal data, 139,963 federal employees took the deferred resignation offer.

The largest number of deferred resignations were among civilian employees at the Agriculture, Defense and Treasury departments.

Critics have faulted the Trump administration for losing generations of expertise in the purge at the expense of Americans who have relied on federal programs.

"Trump spent billions to push out experienced and badly needed experts across government-this was the most expensive way imaginable to make government worse," Sen. Patty Murray of Washington, the top Democrat on the Appropriations Committee, said in a statement Tuesday.

Hasty efforts to achieve Trump's downsizing mandates led some agencies to rescind deferred resignation offers or hire people to replace employees who left. The Partnership for Public Service, which advocates a more effective federal workforce, found that the federal government has backfilled more than 20,000 positions left vacant because of deferred resignations.

If Pride stickers go from Detroit Lakes schools, so should gold crosses
By Karen Tolkkinen

"Good things come in little packages," my mom, who was 5 feet, 2 inches tall, used to tell me.

Sometimes explosive things do, too.

The tiniest little detail at the Detroit Lakes High School has had the community in an uproar for the past month.

A sticker. Well, about a dozen stickers. Each about 2 inches by 2 inches, posted on classroom doors.

If the stickers were of a dancing Snoopy or classic book or a smiley face, nobody would have thought twice about it. In this case, they are Pride stickers.

Like many symbols - the state flag, a certain red hat, or a controversial statue - Pride symbols provoke a response.

For many LGBTQ people, the rainbow makes them feel seen, included, even safe, especially in greater Minne sota. Though there are Pride organizations and events here, public acceptance and support can be scarce.

On the other side are conservative Christians who see the rainbow as a sign of God's promise not to flood the earth, and who feel it has been co-opted by people embracing an identity they feel is against God's will.

In Detroit Lakes, for years these little rainbow stickers have supported the minority of students who identify as LGBTQ.

This year, four of six Detroit Lakes school board members ordered their removal, saying they violate district policy. In 1998, the district adopted Policy 505, created by the Minnesota School Boards Associa tion to govern what materials were allowed to be distributed in the district. Obviously nobody wants teachers handing out the Bible or the Quran, or students handing out flyers for the local cannabis joint.

The policy bans obscene, libelous or violent material. Everything else appears to be up to the school adminis tration, focusing heavily on whether the materials would disrupt the school day.

It's hard to see how rainbow stickers would disrupt the school day.

But let me try.

In many ways, I feel stretched between …
