If we're going to allow autonomous vehicles in Minneapolis (or Minnesota, generally) - I propose a $500 million annual licensing fee with $1B in liability insurance coverage.
Fees to replace the loss of income tax and not reduce the expected level of services that Minnesotans deserve.
