This is absolutely spot-on. I’m increasingly convinced that our revealed sense of what we expect MPs to do (be good legislators, scrutineers, and deal with ever-increasing amounts of casework and correspondence) is, with current resources, unsustainable.

Comparing today's assisted dying bill vote to the last time MPs voted (June 2025), turnout was key. Only 5 MPs look to have actively switched their vote (all from yes to no). But among those who voted no in June 2025, 15 didn't vote this time. Among those who had voted yes it was 43.

In 2015, MPs voted to reject the assisted dying bill, a private member's bill. Tomorrow, exactly 11 years later to the day, MPs expect to vote on a similar bill. In May I wrote that supporters faced 4 key challenges. They've cleared the 1st. Tomorrow they face the 2nd challenge.

Excellent explainer by @matthewengland.bsky.social on why it is incorrect to claim that MPs cannot propose changes to the assisted dying bill if they use the Parliament Acts to pass it. There is a special 'suggested amendments' process just for this - though it would need Commons time.

I'm thrilled to be taking over as Director of the Constitution Unit next month. Amid many challenges to democracy, our work remains vital. But, gosh, it's daunting to try to fill Meg Russell's shoes! She has been a terrific Director for over a decade, and will be an incredibly hard act to follow.

Labour's Representation of the People Bill gets its first proper debate in the Commons today. Here's what's in it, via the Hansard Society
The Bill’s key provisions include:
voting age: Lowering the voting age to 16, thereby giving the right to vote to 16- and 17-year-olds, with young people able to register in advance from the age of 14;
automatic registration: providing a legal power to run pilots of various forms of automatic voter registration, enabling voters to be added to the electoral register without making an application;
candidate nominations: requiring candidates to provide proof of identity during the nomination process;
candidate security: abolishing the requirement for candidates who are acting as their own election agent to publish their home address, and giving candidates the option to fill out a form with their contact details to be provided to police;
security of election staff: expanding the offence of intimidation or abuse of candidates, campaigners or elected office holders to include election staff, and introducing a new statutory aggravating factor for sentencing;
party endorsements: allowing political parties to withdraw their support for a candidate who has submitted their nomination papers until 48 hours before the close of nominations;
voter ID: adding UK-issued credit and debit cards to the list of approved forms of voter ID, and improving the security of digital photo ID;
election donation checks: requiring recipients of donations over £11,180 to carry out a risk assessment to judge the likelihood of foreign or illicit sources of funding;
company donations: requiring companies making donations to demonstrate a genuine and substantive connection to the UK or Ireland to prevent the use of shell companies;
unincorporated associations: lowering the threshold for when unincorporated associations must register with the Electoral Commission from £37,270 to £11,180, and the threshold for when they must report gifts from £11,180 to £2,230.

If we can’t even talk in general terms about MPs’ workload- which MPs of all parties agree is v casework- heavy and getting heavier- without a lot of responses being to assume that MPs are not telling the truth/just whinging/ working on the wrong things etc- then I think we’re in a bad place

Here, Nick and I take a wider lens on devolution: its history, underlying policies & principles to expand on our point in part 1 (share.google/reJPFVN4Uqp3...). The UKSC's concept of parliamentary power vis-à-vis devolved lawmaking is problematic, impractical & should be abandoned asap.
