We can decide rates but if it's a supply of goods it attracts VAT unless it's an exempt category. Govts can be somewhat creative with exemptions but energy likely not. Sanitary products might be if sold as a medical product.

The phrase about pensions maintaining value with wages over time, wasn't explained and as far as I know still isn't. It sounds like every N years there may be an adjustment, but there's no value for N, or any other criteria. Not having it in the speech is fine but it should have been in a Note.

I'm surprised that Burnham's recent experience hadn't made it obvious to him. Rather than grandiose Ten Year Plans, you identify the pain points and fix them. How it's accounted for is less of a problem, what is a problem is quantifying the costs of the current disorganisation.

The most significant change in the care system, apart from doubling the amount of care workers, would be fixing the integration between NHS Trusts, care providers and local govt. The work on integration could begin tomorrow. That would shift large costs from the NHS and improve performance.

I think because it's a separate League that it would have to be expulsion. Then the club would have to apply to the EFL. But that's just an opinion.

It isn't about change, it's about what a Parliament is made of 3 countries +1. All of the Scandinavian countries have populations far lower than ours. And in the end, you could have 20 parties, half blue, half red. Regardless of the result the blocs vote together. And that would be Denmark.

I don't see how the penalty can't be less than an enormous fine and expulsion from the Premier League for at least 5 seasons. Otherwise, all of the affected clubs would sue for damages and the League wrecked.

You realise that different parties stand in different parts of the UK? The SNP may get 35% of votes in Scotland, but that wouldn't be 35% in seats in the National Parliament. Your example also supposes that we use the national vote, in which case there are no constituencies.

I spend about £130 a month, including VAT on my compute, given the VAT is input it doesn't really exist. I could easily absorb 10% for a compute tax. It wouldn't make that much difference for even reasonably sized farms, but it would drive efficiency. Multiply that by several tens of magnitude.
