You may be right but he's probably done the long term math and doesn't think it's worth it. There are Americans who leave the country who decide to abandon their citizenship to avoid having the tax obligation going forward. But who knows with someone like him . . . .

If he has one, that's not as permanent as citizenship. American citizens have to pay taxes on their income forever no matter where they live even if they move away. I bet he doesn't want that burden.
