Beyond Strategic Business Case

1.1.4 ADDS at end: ‘As part of this work, council officers should examine other potential
route options to North Edinburgh.’
ADDS new 1.1.7:
1.1.7 Recognises that the best means of securing government funding is being able to
demonstrate through a more developed business case level that the project provides a
strong case for investment and therefore agrees that officers commence work on the
Outline Business Case on the southern leg (City Centre to Royal Infirmary) as soon as
possible, subject to this report being referred to Full Council in order to make a decision
to allocate funding.
Moved by: Councillor Danny AstonCllr AstonCommittee deletes recommendations and inserts:
1.1.1 notes the findings of the Strategic Business Case (SBC) which set outs the
potential benefits of a North-South tram route while also detailing the significant
challenges in terms of funding and deliverability of reviewed routes options.
1.1.2 recognises the SBC's consideration of the two alternative route options between
Granton and the City Centre, both of which were strongly opposed in the public
consultation and agrees to:
a) not progress the northern section of the line to OBC and,
b) unequivocally rule out building the tram extension on the Roseburn path,
c) and requests that officers return to committee in two cycles with a report on
other possible options for improving public transport in the north of Edinburgh.
1.1.3 recognises that one of the shortlisted options in the SBC settled on an alignment for
a southern section of the route which could complement the South Suburban Railway
feasibility work now being advanced by Transport Scotland and Network Rail. Further
recognises how this route did command majority support in the public consultation.
1.1.4 however, notes the consistent position of the Scottish Government, reaffirmed in
June 2027 by the new Cabinet Secretary for Transport, that it will not fund a tram
extension as a standalone project, and therefore recognises the only feasible way of
advancing any of the southern line of the tram is by aligning this work with the wider
regional mass transit network plan (SEStransit) being led by SEStran.

1.1.5 therefore agrees the southern section of the tram extension should be considered
as part of the wider SEStransit programme, which will be developed to SBC stage.
1.1.6 notes the significant money and officer resource already given to the necessary
tram extension technical studies, public consultation and SBC preparation and agrees
that, with the exception of the necessary officer time required via the SEStransit process,
no further resource should…

Over the past two days, City Centre Policing Unit officers have been carrying out dedicated enforcement activity targeting the illegal and unsafe use of e-bikes and e-scooters across Edinburgh. The deployment, supported by two Road Policing bike officers on each day, delivered positive results Officers stopped and spoke to 47 cyclists, seized six e-bikes and two e-scooters and charged seven people with various road traffic offences.  A police spokesperson said: ”As well as enforcement, there was plenty of positive engagement with members of the public, many of whom were supportive of the action and the work being carried out to improve road safety. “We will continue to engage, educate and take action where necessary to help keep our roads and communities safer.”

A tiny 2% wealth tax, on 20k people would raise £24 billion per year to spend on the things that urgently need fixing in our country. We need some tax justice - the more money you have the less tax you pay and vice versa - that’s absurd.

When workers earn a living wage, they can lead a life free from constant struggle. The increase in purchasing power boosts business revenues, enabling companies to expand and hire more people to participate in the economy. This creates a positive cycle of growth that raises living standards for all.
Working people deserve a living wage.

When workers earn more, they spend more. Business revenues increase, allowing them to expand and hire additional workers. More people are able to enter the workforce and earn money, further increasing the aggregate demand for goods and services in the economy. Both workers and businesses benefit through this positive cycle of economic and job growth. As workers have greater purchasing power, they are able to buy more and healthier goods, supporting a more healthy society that is less reliant on the healthcare system. This frees up resources for doctors and hospitals to treat people more efficiently, further contributing to a healthy population. 

Contrast this with an economy of workers that earn poverty and slave wages. More of the wealth is funneled to the already rich, who tend to save a greater proportion of their income than those who are poor. Less money is circulating between disadvantaged and vulnerable groups, decreasing their purchasing power and living standards. Businesse revenues decrease, causing a contraction as workers are laid off to compensate for the loss in profit. This is a recessionary cycle that decreases living standards for most people. This occured during the Great Depression and Great Recession.

A living wage is moral and logical.

Plain clothes officers were out in the Old Town again this week as part of Police Scotland’s ongoing efforts to tackle drug activity. A further two males were arrested and charged with organised drug activity offences, a search warrant was executed at an address in north Edinburgh, where an amount of substances and other items were seized as part of the enquiry.
