In Nov 2024, the Government announced 8 Youth Guarantee Trailblazers in England, aiming to support young people into education, employment and training. CPCA was one of the combined authorities selected to test approaches to address “persistent challenges” in the systems supporting young people.

1. Times reports Govt is testing not sanctioning benefit claimants for first rule breach. We evaluated something similar in 2018. TLDR some small +ve benefits but also ignored by some claimants & staff concerned about admin burden. Doesn't mean a bad idea, does mean need to do it right!

Fairly flat labour market data but two underpinning & linked challenges. First, job growth esp in sector like retail & hospitality (down 150k in a year) is struggling. International uncertainty won't help. Second, 1m young people are NEET and we need to do more than we are to help them.

In June we found that Connect to Work (Govt's flagship programme to help disabled people into work) had only achieved 50% of what it's business case expected so far. In July the business case was reprofiled. But new stats today show delivery is short again! What's going on?!
