Then the EU would be open for Brazil, Surinam and some pacific states as well. Morocco tried in 1987. Even though they share a land border in two places with Spain (Ceuta/Melilla) their application was rejected. Mainland Spain and mainland Marocco is only 20 kilometres away.

That is not correct. The Treaty of Rome is from 1957, here are the very first lines: It literally starts with the ever closer union part and continues to talk about, social progress and living conditions. The EU simply continued a journey that started 67 years ago.
