The core problem is finding an army that wants to go into Yemen and stay in Yemen. The US can roll in, wreck shit, and do a lot of damage, which could probably restore security in the short term. Long-term, it seems likely to be another Afghanistan.

Their military procurement system is set up as a way to buy influence with the US, trusting in the US government to handle their security in exchange for spending billions upon billions of dollars every year on US hardware. As a policy it has been pretty effective, up to a point.

That shitty job working 14 hour days in the factory might be dangerous and exploitative but the alternatives in the countryside were usually *worse*. Usually coming down to the fact that the farm couldn't provide for enough people so it was the factory or a slow, painful death from starvation.

There are very few consequences for letting her live in a non-heretical run, which on one hand feels like a "chaos is a useful power that I, being smarter than everyone else can control" kind of deals. On the other hand, the Imperium isn't exactly concerned with a few thousand dead deckhands.

My take on it is that all resistance to oppression will be classified as terrorism by the oppressor because I find this reading more applicable. You literally see it everywhere. Russian general gets blown up? Terrorism. Climate protestors block a road? Terrorism.
