if you like, yes. learning rules without learning their rationale is a type of skill issue. it's also, however, a type of skill, as it allows them to "sorta-learn" rules much faster and participate in complex social patterns. i say this as an autistic person: sometimes it really is a disability.

the wrinkle here that neuroatypicals might not get is that many people learn rules *inductively*. they dont actually *know* the reason for the rule, they just know it "seems to work." so the reason they have no polite answer can just be that they have *no answer at all.*

i suppose asking about rules does sometimes fall under this very rule, if the other person doesnt know a polite way to explain it. For instance if you ask "why dont we talk about our salaries?" and they dont know a reason that doesnt sound classist, they would feel like the question is rude.
