Drawing on a representative survey of 9083 full-time academics at German higher education institutions, we examine how academics across different career ranks assess their freedom in teaching and research. Although precarious employment conditions and professional hierarchies may suggest otherwise, our findings show that doctoral candidates and postdocs on fixed-term contracts do not report experiencing restrictions on their academic freedom significantly more often compared to tenured professors. However, distinguishing between experienced restrictions, on the one hand, and expectations of restrictions as well as broader perceptions of academic freedom on the other, we find that non-tenured academics report more often to expect or perceive their academic freedom to be restricted compared to professors. We explain these rank-based differences with a chilling effect generated by a polemical and polarized discourse on ‘cancel culture.’ Academics on fixed-term contracts are more likely to be receptive to often polemical debates on ‘cancel culture’ and for the concerns that come with it. This suggests that structural employment insecurity plays a key role in shaping how academics assess their academic freedom. Our results challenge simplified accounts of ‘cancel culture’ by showing that discourse and institutional hierarchies intersect to produce differentiated vulnerabilities within academia. Although based in Germany, the findings speak to broader international concerns about restrictions on academic freedom and precarious academic labour.

Hochschulen und Wissenschaftler:innen werden zunehmend Gegenstand rechtspopulistischer Politiken, die darauf zielen, Wissenschaftsfreiheit als Grundlage von Forschung und Lehre zu unterminieren. Eine sich gesamtgesellschaftlich zeigende Wissenschaftsfeindlichkeit von rechts hat längst die Hochschulen erreicht und zeigt sich auch auf dem Campus und in der Lehre. Vor allem Hochschulen sind nun herausgefordert, sich gegenüber diesen Bedrohungen zu verhalten und Gegenstrategien zu entwickeln. Mit drei kurzen Inputs differenzieren wir die Bedrohungslage, zeigen, wie Betroffene mit gegen sie gerichteten rechtspopulistischen Aktivitäten umgehen, und fragen, unter welchen Voraussetzungen Hochschulen überhaupt als Organisation gegenüber rechtspopulistischen Angriffen agieren können. Darüber möchten wir mit den Teilnehmer:innen ins Gespräch kommen: Was müssten Hochschulen tun, um sowohl sich als auch ihre Mitglieder zu schützen?

Abstract: Increasing competition in science and higher education has sparked contentious debate and scholarly attention in recent years. Despite their significant merits, prevailing accounts of competition fall short of capturing the competitive dynamics in science and higher education: Most of the time, actors in this sector are involved in not just one but several competitions. Universities as organizations, researchers as individual actors, and also state actors are simultaneously embedded in different, nested, and interdependent competitions, which we refer to as multiple competition. Individual and collective actors engage in heterogeneous—albeit interrelated—forms of competition for scarce symbolic and material goods like attention, reputation, ranking positions, research grants, high-quality publications, personnel, and employment. Furthermore, the multiplicity of competitions that individual academics, universities, and state agencies face might reinforce each other. Using theoretical resources from sociology and economics, we propose a new conceptual framework for analyzing constellations of multiple competition in science and higher education. We demonstrate the added value of this conceptualization for empirical studies by drawing on examples from different academic systems.

Dazu passt: Bei einer kleinen Fachzeitschrift, deren Herausgabekreis ich angehöre, wurde vor Kurzem ein Beitrag anonym(!) eingereicht. Er hat polemisch-raunend ein Bedrohungszenario heraufbeschworen, in dem wissenschaftlicher Universalismus durch ideologische citation justice gefährdet sei.

Success in academia often has more to do with luck, patronage and the job market than “hard work”. Good academics acknowledge this. I worked hard, but I was in the right place at the right time on occasion. Historians far more talented than I have fallen between the cracks.
