French foreign affairs minister Jean-Noël Barrot: “We can forgive the Arabs for killing our children, but we cannot forgive them for forcing us to kill their children.” This quote is from the former Israeli Prime minister Golda Meir, who said it in 1969. Disgusting.

This means that decriminalizing solidarity in EUrope is both necessary and insufficient, as the EU has already made migrant routes around Europe more difficult and dangerous. 10/10

The chilling realization for me was that the EU does not simply impose its model everywhere. Rather, the EU’s border regime benefits from the diversity of legal experiments that function like a laboratory where states learn from one another. 9/10

In short, I found that all states the EU works with, through Frontex, have adopted such laws. Rare are the ones who have adopted exemptions for humanitarian or family assistance, most have adopted aggravating factors that increase the sanctions that people face. 8/10

Yet these two pillars of the EU border regime are talked about in isolation. As if EU borders laws are not travelling with the externalization. So my question was, to what extent are laws criminalizing solidarity circulating? 8/10

Jules Soupault @julessoupault.bsky.social · 06/04/2026
Both the criminalization of solidarity and the externalization of EU borders are well known, documented and denounced continuously by people on the move, activists, academics and human rights institutions. 6/10

These arrangement are often hard to trace since embedded in so-called development programs, bilateral agreements, or partnerships with other international organizations. 5/10

Jules Soupault @julessoupault.bsky.social · 06/04/2026
At the same time, the EU is externalizing its borders, “asking” non-EU states to align with EU’s goals, providing resources or sharing capacity to intercept people before they reach EUrope’s territory. 4/10

Solidarity on the routes to Europe is a matter of life and death, because the EU has invested billions in border patrols, walls, drones, and surveillance, to arrest and deport people. 3/10

For context, in 2002 the EU adopted the Facilitators Package, two directives requiring member states to criminalize assistance to people on the move (including transport, food, water, legal aid, housing). 2/10

Fast tracking industrial projects like mining and pipelines isn’t really in the best interest of anyone—especially not local communities and indigenous people

If the goal was to find an agreement with more teeth, sure. But it’s misleading to argue that Canada can expand a military sector dependent on exports to the U.S. while also presenting itself as a defender of human rights. Those are incompatible goals.

Jules Soupault @julessoupault.bsky.social · 12/03/2026
Yes, many Western countries are investing in military as the United States and Israel multiply aggressions. That is a cause for concern, not a business opportunity. And despite claims of distancing Canada from the U.S., the loophole keeps Canada as a silence accomplice.

It’s also inaccurate to say that Canadian weapons have stopped going to Gaza over the past two years. Carney himself acknowledged that goods destined for Israel’s Iron Dome missile defence system are exempt from the Liberal government’s pause on military exports to Israel. A full timeline:

Why would Ukraine be affected by friction between commercial partners created by laws that you claim are already effective? Isn’t most Canadian support to Ukraine provided as direct aid rather than through commercial exports?

Jules Soupault @julessoupault.bsky.social · 12/03/2026
How can you say there are already adequate laws in place? Since the 1956 Defence Production Sharing Agreement, Canadian military exports to the U.S. have effectively escaped the international conventions that Canada has signed.

@wgreaves.bsky.social, after bravely speaking out against Carney’s endorsement of the US-Israeli war, why did you not vote to make Canada’s military exports more transparent?

Our new report on the criminalisation of migration and solidarity registers cases in 8 EU countries. This is very likely an undercount as many cases go unreported or never make it to the public eye. Full report: picum.org/wp-content/u...
