“I would not recommend going deeply into hydrogen today,” said Derek Toups, deputy planning director of a small transit agency in Santa Cruz, when asked directly on a panel. With its 20 hydrogen buses on the roads, Santa Cruz Metro is committed to the technology, he said, but the funding landscape has changed drastically. “It makes sense to watch and learn before diving in because it is extremely costly.”California gets most of its hydrogen for transportation from facilities in Las Vegas and Ontario that make it out of natural gas. Just one very small producer in Fresno makes it with electricity.

A slightly larger green hydrogen producer in Vernon will begin serving 10 trucks and buses a day at the end of the month, with plans to ramp up to 100, according to its founder, Vishal Shah.

But most of the production plants originally envisioned under ARCHES “have been canceled, or just indefinitely delayed. Same thing, really,” said Alfredo Arredondo, a lobbyist for the Green Hydrogen Coalition, who noted a lack of customers as the problem. In California, hydrogen costs four times more per mile than gasoline, even with the latest increases in U.S. fuel prices, said Matthew Hodgkinson, an analyst at S&P Global Energy.

There were about 20 times more EV trucks and buses on the road than hydrogen ones at the end of last year. And there are just four public filling stations and 10 private ones at transit agencies to serve them, according to the California Energy Commission.

My favorite part, personally - click on any reference to statute in the text of a bill to open up a second pane displaying that section of statute. Plus an explanation of how the bill interacts with it.

Works on mobile and desktop - though i highly recommend getting oriented on desktop to start. CALege lets you make bill lists and auto-generates a calendar based on the daily file. Then: filter the calendar by your lists, and track votes on your bills for upcoming hearings! 😁

That’s great for everyone fortunate enough to live there already. What about anyone who wants to move to NYC? For social, political, career reasons. That demand bids up the cost of existing supply. Does that mean the city’s “full?” No - new supply can help absorb the demand instead.

CARB has proposed massive a giveaway to oil companies, the MDI, that would increase pollution while defunding Cap-and-Invest transit $$ (and housing, clean water, etc) and jeopardize High-Speed Rail's $1B funding guarantee amidst an energy crisis. But a group of legislators are pushing back!
California is the last great hope for stability and progress for climate and energy security. But threats, both foreign and domestic,are destabilizing markets and burdening working families with ever more costly energy bills and climate disasters. 

We urge the California Air Resources Board to amend their Cap-and-Invest proposal to push back on pressure from an oil industry that is making hundreds of billions in wartime profits. The recently proposed amendments put bothour 2030 targets and the stability of the Greenhouse Gas Reduction Fund at risk.They also depart from the spirit of our landmark agreement from last year by seeking to achieve affordability goals without accountability. 

CARB’s proposal, rather than adhere to the will of the Legislature and clear statutory direction, adds up to 118 million metric tons of allowances back into the market, providing at least $3.5 billion in subsidies that will only prolong our reliance on fossil fuels and their disproportionate impacts on public health in environmental justice communities. This contradicts CARB’s Initial Statement of Reasons about what was required for California to reach our 2030 emissions target. It also effectively zeroes out future Greenhouse Gas Reduction Fund investments. 

In addition to diluting the market signal of the cap—increasing emissions and reducing demand for allowances- the proposed Manufacturing Decarbonization Incentive (MDI) under the newly created Build Up California Reserve lacks any enforceable mechanism to demonstrate real, permanent, quantifiable, and verifiable emissions reductions.The MDI resembles CARB’s existing offsets program, but without any of the accountability measures required by law. 

Speeding progress towards the 2030 emissions target will allow us to accelerate investments to provide lasting relief for the pain at the pump families are struggling to shoulder. Instead, this proposal entrustsSummarized rather than verbatim due to character limits

The legislature worked extensively to produce the current cap and invest program and balance affordability and climate goals. Meeting 40% reduction in GHGs below 1990 levels by 2030 is a requirement, not optional. SB 840 has clear expectations for ongoing revenues to support vital public services and infrastructure. 

Instead, the MDI cements reliance on fossil fuels through costly, inefficient subsidies and will not prevent the next gas price spike. Investments in EVs, transit, livable communities, and innovation to lower costs will immunize us from the oil wars of the future, while creating jobs here at home. The proposal also lacks oversight and accountability tools to avoid costs from CERCLA cleanup liability for oil infrastructure. 

Better options are available to stabilize in-state fuel supply. Verbatim:
CARB must stay on course in this rulemaking to meet the 2030 targets while doing the following: 

1. Apply the same rigor and accountability to any compliance instruments generated under the MDI program as we do for offsets—namely, that they be real, permanent, quantifiable, verifiable and additional emissions reductions—there must be accountability on public spending and environmental justice.
2. Provide clarity that the 2030 target remains in force, and that the MDI program not be permitted to expand the emissions cap, including by limiting the total quantity of MDI-related instruments and requiring a commensurate adjustment to the allowance budget.We understand the Board seeks to act on this rulemaking in the coming weeks. We expect CARB will stay on track with program amendments that adhere to both the spirit and letter of the law by making appropriate revisions to ensure California does not backslide on its climate goals.

All with a clean intuitive user interface that’s easy on the eyes. This would probably be a dinky little API data pipeline project in the hands of any software engineer, but i’m pretty startled at how easy it was for me, someone who struggles with basic technology stuff

I now have a working dashboard prototype that queries California’s leginfo site and allows me to cross reference legislative text with existing statute on the same page, surf committee analyses in-browser (no more downloading endless PDFs), search and track bills.
