This passage from @duncanweldon.bsky.social 's very good Blood and Treasure, nails what a "complex system" is without using the term. It reminds us that complex systems fail complexly if they fail at all, and often their failure modes are degraded operation rather than crashing. Ain't that cool.

As the economist Mancur Olson emphasised in the 1960s, there are no strategic commodities, only strategic uses. People, for example, need to be fed, but there is more than one way of doing so. The analogy of the supply chain is an alluring one so alluring that this book has often utilised it - but sometimes a misleading one. A chain is, after all, made up of links which can be broken. Modern economies are more robust and breaking one link, or even many links, rarely causes them to fall apart. Other goods will be substituted where possible, stockpiles run down or processes adapted entirely. The impact of destroying access to even a perceived vital component of a war effort has rarely caused that war effort to collapse entirely.
