According to Factba.se's 2018 study of the first 30,000 unscripted words of the last 15 U.S. presidents (from Herbert Hoover to Donald Trump), Trump's score was the lowest among them. He spoke at a 4th grade level, and that was 8 years ago. It's demonstrably worse now.

Additionally, a huge swath of Republicans in Congress and in every office down the ballot only has political experience in the Trump era. It's not normal politics, but they don't know that, and don't know how to function in it. Same with the consultants advising them.
