Provinces exist at the pleasure of the federal government. And Alberta 1st nations have treaties covering 95% of Alberta negotiated with the federal government. It requires the constitution to be opened. If a 1st nation, or 1 province, or the Fed says "no", its dead. This is pathetic bullshit.
