electoral reform could help, though refernda on that have unfortunately failed across different provinces. tbf some of the higest turnout in QC history has been when the sovereigntists won:

my experience with non-voters I know is they either are totally disengaged (like couldn't tell you who is PM), totally disillusioned (nothing matters, nothing changes) and/or have completely unsatifiable demands of a party (like an old friend who essentially wants a communist zionist gov't).

Per Elections Quebec, 66% was also the turnout figurr in the previous 2 elections. Considering the Liberals below average performance with Francophones, they always had a ceiling
