Moscow. October 7. INTERFAX.RU - The Evenki Autonomous Okrug administration announced it has declared a state of high alert in the village of Tura and other settlements in the Ilimpiysky group in northern Krasnoyarsk Krai due to food shortages.

"In Tura and the villages of Ilimpija, by decree of the Evenkia administration (...) a regime (...) of 'high alert' has been introduced," the statement reads.

This is due to the lack of shipping on the Nizhnyaya Tunguska River and limited supplies of vegetables, fruits, milk, and eggs. Local stores stock canned vegetables, fish, and meat, cereals, flour, sugar, salt, pasta, and meat products.

We've heard this repeatedly," said Russian presidential press secretary Dmitry Peskov in response to a request to comment on Jäger's statements that Germany risks being drawn into an armed conflict with Russia, which is waging a shadow war and carrying out hybrid attacks.

"This is, let's say, an informational ploy—the artificial creation of an ephemeral enemy in order to justify the expenditures on militarization that the Federal Republic of Germany is engaged in," Peskov said.

Oct 5 (Reuters) - Raiffeisen Bank International sees no signs yet of a possible forced seizure of its business in Russia, the Austrian bank's chief executive, Michael Hellerer, said on Monday, adding that the RBI wants to exit the Russian market as soon as possible.

"If I had the opportunity to leave Russia tomorrow, I would do it," Hellerer said.

The head of the RBI also named the resolution of a legal dispute with the Russian company MKAO Rasperia, which is linked to the Austrian construction group Strabag, as a priority.

Hellerer added that the investment bank is handling the sale of RBI's 28.5 million Strabag shares.

Valery Fadeyev, head of the Presidential Council for Human Rights, proposed cutting back on school curricula in the exact sciences. "Many courses are overloaded with unnecessary information and knowledge. This includes mathematics, physics, and chemistry. These courses could be cut by 20-30 percent," he told TASS. According to Fadeyev, all subject curricula should be reviewed. He also advocated for the use of proven textbooks, citing Andrei Kiselev's mathematics textbook, written before the 1917 Revolution, as an example. "If the pinnacle of teaching methods has been achieved, there's no need to do anything else. We just need to select the best textbooks and teach children from them," the head of the Human Rights Council said.

The authorities had previously reduced the number of hours in other subjects. Starting in 2026, social studies was retained only in grades 9–11, and the number of hours of foreign language in grades 5–9 was reduced from 510 to 408. The freed-up hours in social studies were transferred to history.

High Interest Rates. For a critical period in 1998, Russian interest rates increased sharply as a sign of loss of investor confidence. In May 1998, interest rates on GKOs, that is Russian treasury bills used to finance government budget deficits, roughly doubled from 27.8% the month before, to 54.8%. They continued to climb and peaked at 135.3% in August 1998. Other critical interest rates also climbed to very high levels. The Russian Central Banks's refinancing rate spiked at 150% during the week of May 27 to June 4, 1998. While rates have decreased they nevertheless remain high. High interest rates cripple Russia's ability to finance its government budget deficits and have stifled investment in the non-government sector as well.

The Central Bank lent a record 7 trillion rubles to the banking sector.

Banks raised a record amount of funds at the recent repo auctions with the Central Bank - 7 trillion rubles. Of this, 1 trillion rubles was issued in the form of short-term repos to promptly regulate bank liquidity. Amid the outflow of funds from deposits and accounts, growing lending, and the financing of the budget deficit, banks are increasingly turning to liquidity-replenishing instruments. Analysts expect the situation to improve only by the end of the year, when funds will begin to flow into banks due to the traditional accelerated budget spending.

The current head of Chechnya , Ramzan Kadyrov, is leading in the republic's presidential election, according to Russia 's Central Election Commission ( CEC ).

After 2.40% of the votes were processed, Kadyrov, representing United Russia, received 97.35% of the vote. He was followed by Ismail Denilkhanov, Chairman of the Chechen Public Chamber and candidate for A Just Russia , with 1.53% of the vote. The United States has extended export restrictions for Aeroflot, Utair, and Azur Air.

The US Department of Commerce has extended for one year the licenses that strip Russian airlines Aeroflot, Utair, and Azur Air of their export privileges. The orders are published in the Federal Register.

The request to extend the restrictions was submitted by the Bureau of Industry and Security, a subordinate agency of the Ministry of Commerce. The restrictions were introduced on April 7, 2022, and have been extended several times since then.

Major banks bought 83.6% of the new floater at auction on September 2.

Moscow. September 14. INTERFAX.RU - Systemically important credit institutions (SIC|s) represented the main bidders at the September 2 auction, which included a new floater bond worth 1 trillion rubles at par value, purchasing 83.6% of the issue, according to the Bank of Russia's "Financial Market Risk Review" report.
In August, in an effort to stabilize the market situation, the Ministry of Finance did not hold OF auctions.

They resumed only on September 2, offering bonds with a variable coupon income to the market. The securities offered were OFZ-PK 29031. This issue was registered by the Ministry of Finance in July of this year and had never been auctioned before. The placement was carried out within the available supply.
A total of 1 trillion rubles worth of securities at par value were sold, with demand for 1 trillion, 424 billion, 700 million rubles at par value. Revenue from the auction amounted to 938 billion, 872 million rubles. Thus, the entire OFZ-PK 29031 issue was placed.
