Call for Papers: Coloniality of the modern state - REPI - Recherche et Etudes en Politique Internationale
This call for papers seeks contributions that engage with the following central questions: Can the modern state function as an instrument of decolonization? Or, as Audre Lorde suggested, can the master’s tools ever dismantle the master’s house? What can we learn from decoloniality as plural horizons of liberation, beyonde state-seeking naitonalisms?

Many make similar points, without considering the process how we've come here. There was a year long process during which letters have been exchanged, meetings held and positions clarified among actors, resulting in this call. It should've beeen public, but it doesn't mean there is no pre-set agenda

5/The advancement of democratic society in relation to rights and freedoms in Turkey remains unaccaunted for. These and several other issues require close scrutiny.

Jan Yasin Sunca @jansun.bsky.social · 27/02/2025
2/The regional conditions in which this discourse emerges are absent. 3/Öcalan's own conditions is also a central and decisive point of friction. 4/We should observe how the state reacts to this in practice (beyond mere rhetoric, as we saw with Efkan Ala today).

Jan Yasin Sunca @jansun.bsky.social · 27/02/2025
1/Rojava, Rojhelat, Bashur—in other words, the broader Kurdish political space—is not mentioned at all. Particularly the military agressions and invasion of Rojava is both foundational and decisive of this process.

Jan Yasin Sunca @jansun.bsky.social · 27/02/2025
These were the contextual elements. But what is extra-textual is probably key to the gradual emergence of the "voluntary alliance":
100
Jan Yasin Sunca @jansun.bsky.social · 27/02/2025
This effectively lays out that all of these developments are likely dependent on pre-agreed mutual steps—whether declared or not.

Jan Yasin Sunca @jansun.bsky.social · 27/02/2025
Most importantly, the İmralı delegation conveyed a message from Öcalan that does not appear in the text: the necessity of creating the conditions for democratic politics and adapting legal frameworks accordingly.
110
Jan Yasin Sunca @jansun.bsky.social · 27/02/2025
The text outlines the conditions that led to the PKK's creation (an undeniable confirmation of Öcalan’s previous analyses) but then argues that these conditions no longer exist, hence the PKK’s foundational meaninglessness. This latter point is clearly a demand by the state.

Jan Yasin Sunca @jansun.bsky.social · 27/02/2025
The reference to a Kurdish-Turkish unity of 1000 years (which is not historically accurate, sic!) and its deterioration under the conditions of capitalist modernity (over the past 200 years) alludes to these ideational parallels between the two structures.
100
Jan Yasin Sunca @jansun.bsky.social · 27/02/2025
Similarly, there is emphasize on "anti-imperialist unity," which is deeply rooted in both Turkey’s state discourse against "foreign powers" and the Kurdish movement’s stance against "capitalist modernity," which, for Öcalan, underpins class formation and nationalist exclusions in Turkey.
100
Jan Yasin Sunca @jansun.bsky.social · 27/02/2025
The emphasis on "voluntary alliance" is a founded in the slogan of the PKK—"fraternity of peoples"—and also aligns well with Bahçeli's "brotherhood" discourse, which does not irritate nationalist sensibilities either.
100
Jan Yasin Sunca @jansun.bsky.social · 27/02/2025
Öcalan suggests that all groups must lay down their arms. But which groups exactly? Does "all groups" include, for instance, the YPG/YPJ? Does it relate to the SDF? Does it include PJAK? I don’t think so at all.
101
Jan Yasin Sunca @jansun.bsky.social · 27/02/2025
Öcalan calls on the PKK to dissolve itself through a congress decision. However, the PKK had already dissolved itself and reformed as the ideological core of the broader movement. The movement ideologically led by Öcalan is certainly not dependent on or irreversably attached to names.

well, better avoid this kind of hyperbols, and ignore their authors, particularly the "Guardianised" versions of it that obscures the historical responsabilities and silences the victims... That is, there is potential but basically it is a continuation of what was put off 10 years ago by Turkey.

A debate on how of (and not negotiations on) fundamental rights of all citizens, and most importantly the ongoing isolation of Ocalan and other political prisoners, are on top of priority list. The contributions to the process will be easier if there is a relative freedom.

It seems to be a pragmatic search for a POLITICAL reconciliation under US auspices. But it carries risks to be a “peace with Kurds” in exchange for regional “Turkish imperialism”… How the fundamental freedoms will be handled is the testing ground of this process.

Jan Yasin Sunca @jansun.bsky.social · 29/12/2024
The most important messages from this meeting, the "Kurdish-Turkish unity in fate", refers to an realpolitik obligation rather than willingness for peace. Previously this was a Kurdish discourse to motivate the state.
