California decided a loooong time ago that home insurance is a structural problem. If you want the private market to solve a structural problem, then you might be a conservative. If that doesn't seem right, then maybe you have some incorrect class assumptions about who lives in fire prone areas.

This is partially true, but depends on the narrative that everyone would be an urban or suburban white collar or service worker if given the chance. Actual manual labor jobs and lifestyles are plentiful in rural areas. I have neighbors that work for Google, and others who cut firewood for a living.
