Yes, most cement firms are vertically integrated, owning captive limestone quarries. It's part of the way they try to combat narrow profit margins by controlling costs across supply chain. Definitely exacerbates the sunk cost problem.

This doesn't make greening cement impossible. But it does require a process of capacity closures, or 'green restructuring', the costs of which will be borne by the working class. This may poison the politics of industrial decarbonization.
