De berekeningen (wederom van Berenschot) voor Netbeheerder Nederland laten zien dat uurprijzen de hoogste besparing opleveren, het wijzingsvoorstel juist een stapje terug is. Dat komt omdat de netkosten nu ook meer over de daluren uitgesmeerd worden.

Met tegenzin voldoen ze aan dat wijzingsverzoek. Maar, en dit is interessant (hoewel niet verrassend), uit een nieuwe doorrekening concluderen de netbeheerders dat "De variant die het beste scoort wat betreft het verlagen van de netbelasting is de 24-uursvariant."

Omdat minder tijdsblokken minder duidelijk sturen en het risico op nieuwe pieken vergroten, is het avondpiektarief in het voorstel van eerder dit jaar verder verlengd.
6. Kunt u toelichten of de systeembeheerders een risico zien dat er op bovengenoemde
momenten lokaal nieuwe systeempieken ontstaan en dit kwantitatief onderbouwen?
In de studie Analyse alternatieve tijdgebonden nettarief varianten KV van Berenschot is het
bovengenoemde reboundrisico kwantitatief onderzocht. Dit probleem wordt groter als er minder
tijdsblokken zijn. Om dit risico te dempen, is hier in de afrondingskeuzes tussen een model dat 1-op-1
loopt met de systeembelasting naar een model dat voldoet aan de afspraken uit de Programma
Stuurgroep (twee seizoenen, maximaal vier tariefhoogten per seizoen, maximaal vijf tijdblokken)
rekening mee gehouden.

Uit de brieven over en weer tussen Netbeheer Nederland en de ACM blijkt dat er vraagtekens zijn bij het ingediende voorstel met tijdvariabele nettarieven, dat afwijkt van het onderzochte model (dat tot een verlaging van piekbelasting op laagspanning van 3 tot 12% kwam)
Nuancering voorspelde effect
Het ingediende codewijzigingsvoorstel wijkt op punten af van het voorstel waarop Berenschot haar
analyse heeft uitgevoerd. Zo zijn er in het onderhavige voorstel voor de wintermaanden slechts drie
tariefhoogten, terwijl Berenschot in haar rapport uitgaat van verschillende tarieven per uur. Deze per
uur verschillende tarieven kennen een dal in de late ochtend en vroege middaguren. Het onderhavige
voorstel heeft geen dal in de late ochtend en vroege middaguren. Voorts geldt het hoogste tarief vanaf
vier uur, terwijl het hoogste tarief in het Berenschotrapport enkel geldt voor zeven en acht uur ’s
avonds. Ten slotte zijn niet alle kosten van het systeem opgenomen in de nieuwe tariefdrager
tijdsafhankelijke kWh: 33% van de transportafhankelijke kosten zijn immers nog steeds ondergebracht
onder de huidige tariefdrager kW van de aansluiting.
Het effect op de systeempiek kan dankzij bovengenoemde factoren afwijken van de gemaakte
voorspellingen over de verlaging van de systeempiek, die gemaakt zijn aan de hand van de analyse
door Berenschot.

French supermarket E.Leclerc has lowered the price of its EV charging network to just 0.17 €/kWh. This is lower than some residential electricity prices, especially when you consider the cost of a home charging point. Unfortunately not (yet?) available adhoc / in roaming. www.charge-elec.leclerc

Five dimensions of energy poverty
    • Financial aspect: Significant price differences between home charging and public charging hit those without their own charging point particularly hard.
    • Spatial (geographical) dimension: The charging infrastructure is unevenly distributed and is often rolled out in areas where early adopters and affluent residents live, rather than in line with future needs.
    • Functional dimension: Faulty charging points, limited operating hours and long waiting times for grid connection cause operational problems.
    • Temporal dimension (time): Time lost in queues, detours to find charging points and slow charging result in wasted time and stress.
    • Digital dimension: The need for brand-specific apps, poor roaming coverage and complicated payment systems that do not support card payments are excluding users.

The impact of demand-side adjustments – smart EV charging – is particularly significant in Eastern and South-Eastern Europe. In western and southern Europe, access to (more) dynamic pricing is already a major source of benefits for consumers.

	The Élysée Palace and the Chancellery had been negotiating for months on the combustion engine phaseout and measures to protect carmakers from Chinese EVs. Progress has been slow, said people familiar with talks, but officials and industry groups say a deal remains in reach in the months ahead.

The negotiations could help German carmakers reliant on combustion engine vehicle sales by softening emissions rules for cars in 2030 and 2035, while delivering a French priority of favouring EU manufacturers in public contracts, under a proposed Industrial Accelerator Act.

The car legislation was so intertwined that “the only way is to find a deal on the overall automotive package”, one Commission official said. 

One French official said: “We are ready for flexibilities, loosening [of CO₂ standards] but we want these to reward carmakers who are choosing to invest in Europe.” Relaxing the emissions rules would amount to a significant move from Paris, which has championed electric cars.

Germany, meanwhile, has consulted with its car industry during the talks, industry sources said. Their priorities are to relax CO₂ standards in 2030 to avoid fines for breaching emission rules, and for legislation to be more accommodating of alternative fuels and plug-in hybrid vehicles and to make targets for the greening of corporate fleets voluntary.

Another round of the subsidy for battery-electric trucks in the Netherlands has begun, with a €119 million budget this year. Yesterday, the first day, 83% of this budget was applied for. Applicants can apply for a maximum of two vehicles, with support of up to €115k depending on a.o. company size.

The six selected consortia. With the exception of the last one, all of them mention the combination of smart control and a fitting energy contract as part of their package, so that heat pump flexibility is utilised to reduce energy bills and system costs.

Majority denied electric car subsidy: “Unreasonably complicated”

EconomyTens of thousands of Swedes have applied for the electric car grant, which was launched six months ago. However, more than half have had their applications rejected by the Swedish Environmental Protection Agency.
“It’s very complicated and extremely difficult to get an immediate idea of whether you’re eligible for the grant,” says Carl-Erik Stjernvall, a technical expert at M Sverige.

Of the 22,782 applications submitted to the Swedish Environmental Protection Agency, 9,697 have been approved, according to statistics as at 20 September.

Factors such as household income, the number of children, share sales, home address and the price of the car all affect whether you are eligible for the benefit.

“They’re completely missing the point here,” says Stjernvall, describing the criteria as “unreasonably complicated”.

“It’s a cause for concern that the group which has been designated as eligible to apply for this support is not the same group that generally buys cars that are a few years old and cost perhaps several hundred thousand kronor,” he says.

By the end of August 2026, petrol car registrations fell 18.6%, experiencing significant downturns across all major European markets. France saw the sharpest decline, with volumes plunging by 35.8%, while other key markets also posted double-digit losses: Spain (-18.5%), Germany (-21.9%), and Italy (-16.7%).

Accounting for 1,634,733 new cars registered over the past eight months, petrol’s market share fell to 21.7% from 28% last year. In addition, the diesel car market continued its downward trend, with registrations declining by 18.6% and representing 7.3% of new EU car registrations, down from 9.4%.

An interesting illustration from a new strategy report by MAN Trucks: ‘Beyond Diesel’. (more on that report later) It shows how the electrification of lorries must go beyond simply buying a different vehicle: it is about an entire smart energy ecosystem (including V2G on the right!)
The illustration shows a depot with trucks.
Highlights include energy storage, bidirectional technology, PV systems, energy trading, electricity contracts and charging hardware
It also indicates, by way of example, how Level 1 basic depot charging has lower charging costs than public charging. A further saving of 20–35 per cent is possible with smart depot charging (Level 2), and a further 10–20 per cent with advanced energy systems.

Same problems
Pricing and settlement rules remain another barrier to wider commercial deployment. Under current electricity-market arrangements, V2G participants pay transmission and distribution charges on the electricity used to charge their vehicles, but those charges are not offset when electricity is later fed back into the grid.

A lack of unified communication standards can create compatibility problems between vehicles and chargers from different brands. Operators face high costs in retrofitting chargers for bidirectional operation. Concerns over warranty obligations and resale values have also made automakers cautious about developing V2G-capable models.

Yang Zhongping, deputy secretary-general of the China Association of Automobile Manufacturers, said scaling up V2G programs would require automakers, grid companies, charging operators and government authorities to work together to establish common technical standards, address user concerns and develop viable business models that benefit all parties.
