I managed to fix the problem a bit in PixInsight, but the mosaic edges are still visible (I applied the fix to all the filters). I'll see if I can correct those edges; I'm continuing to test the tools in case a similar issue comes up in the future.

How could this "dragon's breath" effect be removed without ruining the image? It appears in all four filters—albeit with varying intensity—so I would likely have to address it filter by filter. I would use the clone tool, but it looks like that part would turn out badly.
