Attorney General Davenport Announces Safeguards to Protect the Right to Vote During the 2026 General Election
###### **For Immediate Release: October 19, 2026** **Office of the Attorney General** – Jennifer Davenport, _Attorney General_ ###### **For Further Information:** **Media Inquiries-** Tara Oliver OAGpress@njoag.gov **TRENTON** — Attorney General Jennifer Davenport today announced measures the Department of Law and Public Safety (LPS) is taking during the 2026 general election to help ensure a fair and smooth-running election, to protect the right to vote, and to assist voters, election officials, and law enforcement in resolving any voting-related legal matters. The Attorney General also reminds eligible New Jerseyans of the three ways they can exercise the all-important right to vote: by mail, during early voting, and on Election Day. “Our democracy’s continued success depends on free, fair, and secure elections,” **said Attorney General Davenport.** “As eligible New Jerseyans cast their ballots – whether by mail, through secure drop boxes, or in person – we are working to ensure they are protected from any illegal interference with their right to vote.” **Three Options for Voting.** Eligible voters in New Jersey can vote in three ways: * **Voting by Mail:** LPS encourages individuals who choose to exercise their right to vote by mail to submit their ballots early to avoid any potential issues with the U.S. Postal Service and to ensure their votes are counted. Voters may also submit their vote-by-mail ballots in secure ballot drop boxes located across the State or deliver their vote-by-mail ballots in person to their county’s Board of Elections Office by 8 p.m. on Election Day. Voters can find contact information for their county election officials at https://www.nj.gov/state/elections/vote-county-election-officials.shtml. * **Early Voting:** From October 24 through November 1, voters who prefer to cast their ballots during in-person early voting may do so at any designated early-voting location in their home county. Voters can find their early voting locations at https://www.nj.gov/state/elections/vote-early-voting.shtml. * **Voting on Election Day:** Voters may visit their designated polling places to vote in person on Election Day, Tuesday, November 3. Voters can find their polling places at https://www.nj.gov/state/elections/vote-polling-location.shtml. **Protecting Elections.** The Attorney General and LPS play several roles in protecting New Jersey’s elections, from voter protection to election security.__ **Voter Protections.** LPS enforces the John R. Lewis Voter Empowerment Act, a set of enhanced protections that Governor Mikie Sherrill signed into law earlier this year. Among other things, the Act adds to existing protections against intimidation, discrimination, or unnecessary barriers to casting a ballot, and designates New Jersey’s Division on Civil Rights (DCR) to investigate and enforce the Act’s provisions. DCR will have a team available throughout both early voting and Election Day to take reports from the public regarding voting concerns. Voters may report to DCR any tips or voting problems involving intimidation, deceptive practices, harassment, or other unlawful interference or barriers to voting by calling **1-833-NJDCR4U (1-833-653-2748)**. Voters may also submit complaints by email at NJDCR4U@njcivilrights.gov. **Election Administration.** LPS’s Division of Law will have a team of dedicated attorneys available to provide around-the-clock legal advice to county elections officials during early voting and on Election Day. These attorneys work hard to ensure that elections run smoothly and that no eligible New Jerseyan is denied their lawful right to vote. **Election Security.** The Division of Criminal Justice monitors claims of improper electioneering, election fraud, and other criminal violations, and directs reports of criminal violations to law enforcement as needed. The Attorney General’s updated Guidance on the Role of Law Enforcement in Election Activities – issued to law enforcement officials across the State – ensures that officers are fully informed about the role that law enforcement plays with regard to elections, as well as the limits to that role. In addition to efforts from within LPS, the New Jersey Cybersecurity and Communications Integration Cell within the Office of Homeland Security and Preparedness will monitor for both cyber and physical election-security threats. **Federal Threats.** The Attorney General and LPS are also preparing for the possibility of federal interference with New Jersey’s elections. In addition to responding to any unlawful actions, the Attorney General will provide updated guidance as warranted at https://www.njoag.gov/resources/ag-guidelines. **Additional Information.** New Jersey voters may consult the LPS Voting Rights Resources webpage for answers to frequently asked questions regarding the right to vote in the Garden State. Outside of LPS, the New Jersey Voter Information Portal of the New Jersey Division of Elections provides resources on polling locations, secure ballot drop boxes, county-level election office contacts, and other useful elections-related information. Members of the public can direct election-related questions to their County Superintendent of Elections or County Board of Elections, and can call the State’s Voter Information and Assistance line toll-free at **1-877-NJVOTER****(1-877-658-6837)** for any voting questions or to report a voting problem. ###

New Jersey Is the First State in the Nation to Impose Mandatory Data-Driven Responsible Gaming Requirements
_AG Davenport, DGE Launch Partnership with RecoverMe App_ ###### **For Immediate Release: October 20, 2026** **Office of the Attorney General** – Jennifer Davenport, _Attorney General_ **Division of Gaming Enforcement** – Mary Jo Flaherty, _Interim Director_ ###### **For Further Information:** **Media Inquiries-** Allison Inserro OAGpress@njoag.gov **TRENTON** — Attorney General Jennifer Davenport and the Division of Gaming Enforcement (DGE) today announced sweeping data-driven responsible gaming requirements for gambling operators, which now have been codified into state regulations with the force of law. New Jersey is the first state to make these measures mandatory. “New Jersey continues to lead the way in developing data driven best practices for Internet gaming and online sports wagering, **said Governor Mikie Sherrill**. “We continue to work to make the online world safer and to focus on safeguards that protect people’s wellbeing and help connect those who are struggling with the support they need.” “We are proud to enact regulations that require operators to offer resources, including live support if appropriate, to those struggling with problem gambling,” **said Attorney General Davenport**. “We have a responsibility to keep the gaming industry accountable and ensure that help is available to those who need it.” “These initiatives reflect DGE’s commitment to responsible gaming through practical, proven methods,” **said DGE Interim Director Flaherty**. “Our regulations identify and respond to gambling-related harm. When signs of problem gaming arise, operators must act to ensure early intervention and support, tiered to individual need.” **Responsible Gaming Regulations.** The new responsible gaming regulations require every operator to appoint a responsible gaming lead who is in charge of those efforts. Operators must employ a set of mandatory patron play thresholds and behavioral triggers to help identify patrons who may need support. Where patrons meet those criteria, operators must engage in a due diligence review to determine whether the patron is exhibiting signs of potential problem gaming. If so, the operator must add the person to the operator’s list of at-risk patrons and apply three phases of interventions based on the operator’s assessment. All operators currently maintain responsible gaming staff and abide by similar standards under previously established responsible gaming best practices. However, previously there was no uniform, regulatorily enforceable standard for when further review and phased intervention is required. By establishing clear baseline criteria for identifying problem gambling behaviors and outlining the assistance operators must provide through three phases of intervention, New Jersey strengthens its safeguards for gambling patrons and expands responsible gaming awareness and required action across the industry. These measures are designed to ensure that patrons who need help are identified by operators and receive timely, consistent, and effective support. New Jersey is aware of recent press reports that some operators are using aggressive marketing or promotion tactics to target gamblers who are exhibiting signs of a gambling disorder. No company is permitted to operate in New Jersey but flout its laws, and it is just one reason why the State codified the regulations that are now final. As the industry evolves, the State will adapt to new technologies and new issues that emerge in the industry. New Jersey will continue to consider ways to adjust and strengthen State regulations to ensure it is protecting people from unscrupulous operators. **_Kalshi_ Litigation**. Reflecting its strong commitment to regulating gaming, including through its now-mandatory responsible gaming regulations, New Jersey is asking the U.S. Supreme Court to hear its case against the prediction market Kalshi, arguing that prediction markets must be subject to state gaming laws. A bipartisan coalition of 39 states and the District of Columbia, 146 Indian tribes and tribal organizations, the NFL, and leading industry organizations have filed amicus briefs in support of New Jersey’s request. **RecoverMe App.** For individuals who are looking for support in managing their gaming activities, the State is committed to providing them with access to the resources they need for assistance and help. Attorney General Davenport and the DGE also announced the availability of RecoverMe, a cognitive behavioral therapy (CBT) app to help any New Jersey resident or patron looking for assistance to manage problems with gambling free of charge through an agreement with the operator of the app. The RecoverMe app, which aids individuals in gauging their gambling behavior, uses validated assessment tools, provides flexible engagement in sessions based on evidence-based therapy, and offers tracking systems for their gambling habits. RecoverMe also contains additional New Jersey-specific services for individuals who are in crisis and need emergency support. RecoverMe, which was developed by physicians, uses two of the most widely recognized and respected methods of therapy to treat addiction-related issues, CBT and mindfulness. RecoverMe, which is available to anyone located within New Jersey, addresses behavior by providing practical, self-guided tools to help patrons manage impulses and make healthy decisions. RecoverMe is the second free service DGE is offering to residents experiencing problems with gambling. Last year, DGE began offering access to GamFin, a free financial counseling service. GamFin’s practical approach connects patrons and their families with confidential financial counseling to rectify and prevent further gambling-related financial harm. *** The responsible gaming regulations can be found online at the Proposed Rules section of DGE’s website. RecoverMe can be downloaded from the Apple App Store or Google Play Store. Use code **NJ100** to access the app for free. ###

DOJ Admits List of Noncitizen Voters Is Faulty as It Begins Arrests
Eleven people with lawful permanent resident status were arrested in California Monday for alleged voter fraud. Hours later, First Assistant Attorney for California Bill Essayli admitted that they may not have even voted. The arrests were announced in a Department of Justice press release, which lauded the capture of California residents as part of “Operation Protect the Vote”—an effort to purge voting rolls of alleged “noncitizens” ahead of November’s midterm elections. On October 14, the Trump administration gave the Golden State a flash drive of nearly 200,000 “likely noncitizen” voters it had identified. The method used to identify them remains unclear. The administration then demanded that the state take “immediate action to ensure that noncitizens do not vote in the upcoming federal election.” If California refused, the administration said it would have “no choice but to seek emergency relief. In reality, noncitizen voting remains incredibly marginal, and “Operation Protect the Vote” in California is a thinly veiled attempt to target immigrants, spread fear, and restrict voting access in a Democratic stronghold. “Every illegal vote cancels out the vote of a lawful American citizen,” said acting Deputy Attorney General Trent McCotter. “Each of the 28 defendants charged today appears on the list of more than 20,000 likely noncitizen registrants we provided to California election officials last week. California refused to look at that list. Today’s charges show exactly what that refusal puts at risk. California must verify the citizenship of those more than 20,000 registrants before mail-in ballots are counted.” “I think the majority did cast a vote in a prior election. Not all, but most did,” Essayli said in a press conference following the arrests, admitting that the DOJ’s “high confidence” list of fraudulent noncitizen voters is not at all foolproof. These indefensible arrests are the latest chapter in the DOJ’s quest to weaponize voter registration data and throw due process to the wind, using “voter fraud” as a blanket accusation for anyone the Trump administration doesn’t like.
