Correct. NEPA's trigger is a "major federal action" & the deal excludes natural gas pipelines from definition of "major federal action." Section 7 of the Natural Gas Act, 15 U.S.C. § 717f, is what confers FERC w/natural gas pipeline authority. Major win for fossil fuels & data centers.
