There are two layers of councils. There are regional councils: Highland, Grampian, Tayside, Fife, Borders, Central, Strathclyde, Dumfries and Galloway.

Then there are district councils. For example, Central region contains Clackmannan, Stirling, and Falkirk district councils. Strathclyde region is infamously huge, consisting of 19 district councils.

The two layers of government have distinct responsibilities.

I think it's unfair that Labour members will use the Single Transferrable Vote (STV) to elect Andy Burnham, despite electoral reform never having been part of a general election manifesto.
