I can't even begin to guess at the intentions here but, whatever it is, it's both hilarious and disturbing it slipped by whatever safeguards are in place. As noted in the clip, the poem itself is also a mix of sweet and creepy.

Schmitt had Smith going to an NBA game in Atlanta and sitting in a seat that doesn’t exist in that arena. Quite the gotcha senator. 🤡 Smith was actually in Maryland that night at a women’s college basketball game.
