Certainly Niemöller did not believe his Confessing Church activities constituted political agitation against the state. In fact, the only political activity Niemöller engaged in prior to 1945 - as a U-boat commander and as a pastor - was expressly in defence of the conservative nationalist state. In this, he differed from his politically more liberal colleagues such as Bonhoeffer and Karl Barth. What Niemöller objected to during the Third Reich was the attempt by the German Christians and the Nazis to Nazify the Protestant Church by eliminating its traditional emphasis on sin, suffering, death, and redemption; by transforming Jesus of the cross into Jesus the Nordic / Aryan hero; by purging the pastorate of baptised Jews; and by restructuring the church according to the Führer principle. Niemöller understood all too well that challenging Hitler on political grounds would discredit the Confessing Church and provide the Nazis with a convenient excuse for rounding up confessing Christians.

don’t normally do this, but sharing something I’m leaving on the cutting room floor here about early christians and anti fascism
Last Fall, President Donald Trump signed an executive order that designated antifa as a terrorist group. This targeting of left-wing networks accelerated this Spring, with the administration stating that "our national (counter terrorism) activities will also prioritize the rapid identification and neutralization of violent secular political groups whose ideology is anti-American, radically pro-transgender, and anarchist." The administration has made anti-anti-fascism a core element of its domestic politics, not simply because they are principled in their fascism, but because it views suppressing left-wing dissent as a means for consolidating its power and accomplishing its ethno-nationalist goals.
It is hard to look at this government and not see echoes of imperial Rome. The personal cult of the emperor, corrupt patronage systems, imperial governors of colonies, the omnipresent aesthetics of war paired with violent imperial overreach, with the White House even became a temporary gladiatorial pit for UFC fights. As Imperial decline spread, Roman emperors and invested elites began blaming a newly emerged cult as a threat to the civic order of Rome itself.
In his work True Doctrine, Celsus, a second-century Roman philosopher critiques this counter-cultural community for its exclusive god worship, writing that it brings a "seditious word" against the emperor, leading there to be "nothing to prevent the emperor from being abandoned, alone and deserted." This dangerous sect was, of course, the early Christians. It was not just barbed rhetoric which was slung at them, with Christian persecution waxing and waning across different emperors. Their way of worshipping and life was criminalized because it embodied an unfaithfulness to the imperial cult and a threat to the Roman social order.
