Gallup as matter of fact. Other presidents achieved lower lows at certain points in their presidencies but Trump and Biden were the lowest rated on average. Lower than Truman, Carter, Nixon, or Ford.

Trump began lower, got closer to 50% more, and dropped below Biden only as he was fumbling Covid and doing Jan 6. Trump wouldn’t have come back if people thought Biden had done a good job and hadn’t had a chance to forget how much they disliked the only other president with comparably bad approval.
