one thing i kind of dislike about this "balancing act" process is that it ties some things that i believe *should* be funded to other things that i believe *should not* be funded. for example: i would absolutely be in favor of service level 5 here except i am totally fine with unsanctioned camping,

"homeless solutions" area description in the LFK balancing budget site. Level 5 says "staff available to provide resources and referrals via email / robust prevention and rapid re-housing / indoor emergency shelter options for all homeless individuals / high-functioning city-led outreach team meeting individuals in their first 24 hours of homelessness / robust proactive grant applications and awarded funds / contracts with service providers offer initial services and aftercare to unsheltered individuals at their camp". Level 3 says, among other things, "some unsanctioned camping"
