Knowledge is elitist. Education is snobby. Expertise is detached. The only way to be truly "democratic” is to crowd-source reality. That has been the political vibe of the last ten years, not just in Britain, and it is the road to ruin. The pandemic probably didn’t help.

The oldest trick in the climate delay playbook: 1. Rule out all other measures as unnecessary and counterproductive because we will introduce CO2 pricing 2. Then rule out CO2 pricing because it would make things unaffordable 3. Checkmate

Thinking about these guys
Financial Times: "I feel liberated," said a top banker. "We can say 'retard' and 'pussy' without fear of getting cancelled...it's a new dawn."

Some Wall Streeters also feel able to embrace making money openly, without nodding to any broader social goals. "Most of us don't have to kiss ass because like Trump we love America and capitalism"

7/their debt is covered by EU fiscal rules based on the European System of Accounts definition of the government sector. So it is not invisible and not a legal no-man's-land. Moreover, it is not always easy to find a sustainable revenue model for an entity, as this example shows:

6/What are our key findings? Public entities that have their own legal personality and a sustainable revenue model that is independent of (core) budget support are not constrained by the debt brake and their activities do not appear in the budget. However, …

5/Our coordinate system is therefore, on the one hand, an attempt to develop a lens through which one can look at the historically evolved fiscal ecosystem. On the other hand, it identifies the conditions under which OBFAs are subject to the German debt brake and EU fiscal rules.

Gregor Laudage @gregorlaudage.bsky.social · 02/12/2024
4/The PE literature refers to this phenomenon as OBFA. However, there is no genuine definition of what constitutes an OBFA. Meanwhile, the legal literature struggles with the scope of the German debt brake, as the rule formally applies only to the legal entities Bund/Länder.

Gregor Laudage @gregorlaudage.bsky.social · 02/12/2024
3/Why are we doing this? Since the German Constitutional Court decided to tighten the constitutional debt brake in 2023, there has been a debate about the fiscal activities of the federal and state governments beyond the core budget and their compliance with the debt rules.

2/Bringing together law&political economy, we map Germany's fiscal ecosystem. We place each entity on a coordinate system and depict its proximity or distance to the core budget based on its legal status and revenue model, as well as the characteristics of the debt it has issued.

1/What do the KTF, the autobahn and the chimney sweepers' pension fund have in common? They are all part of the wide landscape of off-balance-sheet fiscal agencies (OBFA) in Germany and therefore part of our new working paper with @agutersandu.bsky.social @steffenmurau.bsky.social and Armin Haas.
