Suite à une demande de rendez-vous à la DRAC, une intersyndicale des archéologues de Rhône-Alpes a été reçue le 18/11/2025 par M. Simon Quétel, Directeur régional adjoint par intérim et par Mme Sophie Onimus-Carrias, directrice du pôle architecture et patrimoine. Le Directeur régional adjoint a d’emblée indiqué qu’il faisait l’intérim et que la future Drac, Aymée Rogé (actuelle Drac de Bourgogne Franche Comté) prendrait ses fonctions le 1er décembre. En d’autres termes : il ne lui appartient pas de prendre des décisions.

Il a fait un point sur les différentes interventions prévues : en plus du Belvédère (Phase 1) et d’une intervention sur le parvis (côté baptistère), prévue pour moderniser les réseaux en décroutant le revêtement actuel (Phase 2), nous avons eu la surprise d’apprendre le creusement d’une tranchée le long du mur gouttereau nord de la cathédrale, à I'emplacement du cloître du XIIe siècle (phase 3), afin d’assainir la base de la cathédrale, et de rendre le parvis plus accessible aux secours. À la question : pourquoi n’y a-t-il pas d’opération d’archéologie préventive sur ce site majeur ? Il nous a rappelé plusieurs fois la volonté de protéger les vestiges, en n’étant pas trop intrusif (et d’éviter une fouille importante...). Pour leur projet, ils se sont appuyés sur l’étude de leur service Conservation des Monuments historiques (CMH) réalisée à partir des textes d’archives du XIXe siècle et de quelques publications.

Et il nous a affirmé que, bien sûr, la surveillance par un archéologue sur la phase 1 était prévue depuis le montage du dossier... Nous lui avons répondu :

- que pour la phase 1 : les études réalisées en amont ne sont pas suffisantes pour évaluer les risques archéologiques dans un secteur aussi sensible. Qu’elles ne peuvent pas se substituer à une intervention d’archéologie préventive, et qu’elles pouvaient révéler d’autres surprises ! En effet, si elles avaient bien montré la présence de remblais très meubles apportés au XIX® siècle, la qualité du mur les contenant n’avait pas été mesurée, et l’excavation réalisée en novembre a montré l’incapacité de celui-ci à retenir le terrain. Les travaux sont en effet arrêtés à l’heure actuelle jusqu’en décembre « pour réfléchir à des solutions techniques » : verra ton le clocher glisser en contre-bas ?

- que pour la phase 2 : une reprise de réseau, pose toujours des problèmes. Les normes anciennes ne sont plus celles de maintenant et les tranchées seront forcément reprises. Enfin, un décroutage des vestiges directement sous le goudron, n’est pas sans risque. Que vont-ils faire des sépultures repérées dans ce secteur en 2001 lors du diagnostic ? Comment se fera ensuite l’accroche de l’escalier monumental prévu au sud du parvis ? Actuellement, il existe un mur mal fagoté fait de plusieurs reprises, sur lequel aucune entreprise de BTP ne voudra s’appuyer. Il faudra donc le reprendre et pour se faire casser : or c’est là que les remparts, médiéval et romain passent ! Qui vérifiera et relèvera ?

- que pour la phase 3, la tranchée de drainage va rencontrer elle aussi des sépultures et un énorme mur de soutènement qu’il sera bien difficile de détruire : le tout sans avoir prévu d’analyse

archéologique ... mais où est la préservation des vestiges que l’État et les MH devraient être les premiers à respecter ?
À la question : quel est l’objet de la mission de l’archéologue dépêché sur site et du statut de la surveillance mise en place sur le belvédère (phase 1) ?
Nous n’avons pas eu de réponse malgré notre insistance. Est-ce une opération archéologique (avec numéro OA et donc rendu de RFO) ou est-ce seulement une sorte de contrôle (scientifique et/ou technique) par un ingénieur auprès de la DRAC ?
Nous avons rappelé qu’en tant qu’archéologues professionnels nous savions faire des suivis de travaux et intervenir dans des délais contraints, sur un chantier urbain soumis à de nombreux aléas techniques. Que nous ne demandions pas de fouille surdimensionnée mais une vraie opération préventive, avec une équipe et des moyens adéquats. Et que nous lui demandions des engagements sur la mise en place d’une réelle opération préventive sur les phases 2 et 3.
À l’issue de l’entretien, peu de réponses et aucun engagement sur la suite. Le DRAC va « mener des concertations avec ses services sur ces questions... ».
Le CRA, absent de cette réunion, pourrait-il nous apporter d’autres réponses, notamment techniques, à ces questions ?
Ce dossier montre un grand amateurisme. Rien n’est fait dans les règles, que ce soit techniques ou archéologiques. On se croirait revenu dans la première moitié du XXe siècle où l’archéologie se faisait dans les interstices du BTP. Quel exemple pour les aménageurs privés à qui on demande de payer les interventions des archéologues !
À trop vouloir économiser, MH et État auront de sérieux surcoûts et casseront tout, même peut-être leur précieux clocher du XIXe siècle.
Nous avons prévenu que nous restions vigilants, et qu’avec le soutien de la communauté scientifique, des acteurs locaux du patrimoine, de la population et de la presse : on ne lâcherait rien !

L’Union syndicale Solidaires appelle à se mettre en grève et à soutenir le mouvement « bloquons tout » qui exprime la colère sociale multiforme et grandissante face aux annonces budgétaires du gouvernement.
L’Union syndicale Solidaires appelle dès à présent les travailleurs et travailleuses à se réunir en assemblées générales pour construire ces mobilisations.
