It’s only “value capture” if it comes from the Georgist region of land value taxation. Development fees and exactions are just sparkling housing taxes.

This NIMBY is fretting that upzoning will cause gentrification in a community that is 85% white, with a median household income of $175,000, and a median home price of $1.2 million.
Nextdoor screenshot reading "The quality of life for Winslowians will take another notch down, and fewer outlying folk will bother coming into town.

I'm not picking on this property owner, Charlie Wenzlau, or Windermere. I'm illustrating how COBI and development interests and the well heeled are gentrifying Bainbridge Island to our detriment right under our noses, beginning in Winslow, but surely coming to a neighborhood center near you. There is too much money being made, and there are too many affluent people fleeing ruined places, to stop it now.

The upzoning is a gift to the buyer, the seller, and to COBI, but it's not free money - there's a price to be paid, and it's paid by the rest of us who, in addition to the increased traffic, decreased parking, and other day-to-day resource scarcity issues (e.g. healthcare, etc.), will soon be forced to restrict our own water consumption to make room for the new arrivals. "

Same people have opposed the project because they're worried it'll financially burden the City. They've also attacked the state for enforcing affordable housing mandates without providing matched funding. Consistent? No. Coherent? Also no.

The NIMBYs of Bainbridge Island are currently apoplectic that the City is thinking of applying for state funds to support an affordable housing project. Getting money from the state for affordable housing, the horror!

I take his quote to be an endorsement of the idea that we must compensate those harmed by enclosure, even if he failed to look into the camera and say "and we must compensate them with a land value tax".

Thanks for sharing this, it was very persuasive for me. I now believe that we need to *checks your notes* upzone for greater densities, simplify permitting and weaken local control of planning.

Expanding unfunded inclusionary zoning taxes to cover middle housing across the entirety of Seattle would render HB1110 functionally inoperative. Perversely, it would also be a dramatic step backward for housing equity, since it would make high-resource neighborhoods even more exclusive.

Something that gets overlooked about the Auckland Upzoning is that it occurred right after 7 pre-existing district councils were amalgamated into a single unitary authority. The plan which did all the upzoning was literally called the Auckland Unitary Plan. Localism empowers NIMBYs.

By that logic, renters *also* have the same cost of having to find housing, for every month of the rest of their life, and with no home equity to draw on. By this logic, renters essentially carry a massive debt they have to pay. And for an 18 year old with 60y of life left, that debt is around $1m.

GeorgistSteve 🔰🏗️🌆🪩🗽 @georgiststeve.bsky.social · 05/09/2026
Homeowners will say stuff like "my home isn't real wealth because if I sold it I would still need somewhere to live so I'd have to buy another house in the same market". This implies that their home equity is essentially wiped out by an equal and opposite cost of having to find alternative housing.

Oh, you're saying that land enclosure has deeply indebted future generations, enabling their hard earned income to be extracted by landowners for the mere right to physically exist somewhere? That sounds like such a horrific injustice that it would justify aggressive policy intervention to remedy.

If you pull the thread of "why isn't your home equity real wealth", most homeowners will offer an explanation that implies that today's 18 year-olds leave home with around $1 million in debt. Which has some... fairly consequential Georgist implications.

Absolute cinema: "'This is just putting in place a lot of market-rate upzoning that will eat into sewer and water capacity instead of focusing on affordable housing' Nelson said. During last year's campaign, Nelson was a vocal opponent of the island's most high-profile affordable housing project."

Some examples:
Deputy Mayor Hytopoulos
I just want to put out there in the public record for the 11th time or 100th time that some of us are making a lot of noise up here and flailing around because we are so angry at the hypocrisy of this level of control of our local planning in the name of affordable housing, and then being humiliated in whatever ostracized in Olympia, as though we're playing games here and trying to delay to December.
When, in fact, what we're doing is we're saying, for some of us, it is a non-starter to vote for just upzoning Winslow for no affordable housing. This is the very thing we've been told we're supposed to do. So yeah, cynical.
Council Member Nelson
And we've spent years on this at this point, instead of doing the people's business. This whole statutory scheme has just become a little bit ridiculous. Um, so my preferred approach was not to play ball, frankly, right? Because this is just putting in place a lot of market rate upzoning that will eat into sewer and water capacity, instead of focusing on affordable housing. Now, is the affordable housing even possible?
Well, we just have to put a lot of money to it, right? And if you actually want to step back, the reason commerce is interpreting it the way they are.
is that if they agree with the Growth Management Hearings Board that we actually have to create affordable housing, well, there's a cost to us for doing that, and that makes it an unfunded mandate, which means the state will end up on the hook for that money.
And that's the real issue here. And so I'm just going to vote no on this. And I'll leave it at that.

If they really cared (like me) they would've looked into those issues and discovered that yes, actually, everything is fine with water & sewer capacity.

She's Big Mad that Olympia is forcing us to upzone for market rate housing in the name of affordable housing (which she also opposes, at least in the case of 625 Winslow Way).
