This decision will also benefit our legal team's work across WA state. As counties finalize their comprehensive plan updates in the months and years ahead, Futurewise can use this outcome to hold them accountable to adequately and equitably planning for climate change.

Why this matters: 📌 This is the first real test of HB 1181, a new WA law that requires cities & counties to plan for climate change. 📌 This outcome sets a standard for what that climate planning must look like: measurable policies and actions that are built to work, not just sound right.

Futurewise @futurewise.bsky.social · 11/09/2026
On Aug. 17, the Growth Management Hearings Board made their decision – and agreed with us on 2 out of 3 arguments! They found that the County’s plan fell short of adequately addressing current climate threats with measurable policies, specific actions, or development rules – and doing so equitably.
Photo of Frank Jr. Nisqually National Wildlife Refuge with text on top" The Hearings Board ruled that Thurston County's comprehensive plan update lacked the measurable policies needed to reach the County's own greenhouse gas emissions target. Thurston had access to a tailored set of measures, funded and developed by the Department of Commerce specifically to help the county meet this requirement, and adopted neither those measures nor an independently justified alternative."Photo of the Billy Frank Jr. Nisqually National Wildlife Refuge with text on top: "The Hearings Board ruled that Thurston County's comprehensive plan updated responded to serious, documented climate-driven hazards with commitments to 'study,' 'encourage,' and 'seek,' rather than specific actions and regulations that actually address them. Thurston County failed to provide clear, actionable goals and policies to improve climate change resiliency. It also failed to collaborate with communities that are most impacted by climate change, or prioritize actions that would benefit them."
