Glow-up on the century on my boy

A washed-out intake photo of a kitten at the shelter. The kitten is all black with extremely large yellow eyes. The eyes are so big it makes him look like an alien. They're nearly half the head. The kitten is being held from the stomach upright for the photo. It looks like a mugshot you'd find in the X Files. A weird-looking kitten for sure.

A fully-grown black cat sits on a console in front of a TV (turned off). His fur is smooth and sleek, and he has a black velvet collar at his neck that blends into his fur, only a few small gold charms are visible at the neck. Unlike the previous mugshot, his features are more proportionate. If anything, his eyes are a little smaller than you would expect in an adult cat and they're placed in his skull with the same verticality as a stuffed toy. He's very handsome, cutting a smooth figure to match his smooth brain, which has never known an independent thought.

Who is running the program that awarded this grant to DS9? Silik Fleck- Silik was involved in the Temporal Cold War, played by John Fleck I only made it 5 eps into ENT, somebody else might need to explain him (I tried it bc wikipedia said it was about the founding of UFP; I had no other context)
