Climate policy often assumes what people should do. By placing individuals in tailored decision contexts that mirror their real-life constraints, we measure what they are actually more or less willing to do to reduce emissions.

In Nov 2024, Swiss voters rejected a $5.6b motorway expansion at the ballot box. Even liberal pundits speculated the vote reflected anti-migration sentiment. Yet exit polls *show*: ▪️73% of voters opposed the bill for environmental reasons ▪️Only 0.06% cited migration concerns as their motivation
