2025: An Economy of War driving budget decisions

There is a bar chart showing total ODA and EU DAC ODA from 2020-2025. The bars increase from 2020-2023, and then decrease in 2024 and drop suddenly in 2025.

New OECD data shows ODA to the global south fell by 23.1% in 2025 - the largest drop on record. This is putting millions of lives at risk.

In 2025, the 33 EU Member States in the OECD DAC delivered US$86.5 billion in ODA.

This represents a collective 9.8% cut compared to 202 & just 0.42% of their collective GNI.Rich countries are failing on their ODA commitments.
* Only 4 of 24 DAC members met the 0.7% GNI Commitment - Denmark, Luxembourg, Sweden and Norway.
* Just 3 EU Countries met their commitment in 2025.
Meanwhile...

31 NATO members met or exceeded their commitment to allocate 2% of GNI to defence in 2025, including all EU member states* 
* Without a standing army, Iceland is exempt from the 2% target.

In 2025, NATO spending was more than 9 times than aid. For EU countries it was nearly 6 times larger
