I’ve been working on creating a term for all the governmental groups like the Cass Review, the EHRC, the Supreme Court, the Levy Review etc. I’m describing them as examples of “contrived authority”.

Contrived Authority

A group given the appearance of authority by those in power for the purpose of providing decision-makers with a pretext to impose policies they want to impose but for which there is no justification, and for which they want to avoid being held accountable.

Contrived Authority action usually involves careful selection of personnel with a view to obtaining politicians’ desired result. In particular it invariably means hermetically excluding from spaces where decisions are made, those with relevant lived experience or knowledge and those directly affected by the outcome. It often deploys a highly selective approach to information/data aimed at arriving at a foregone conclusion that it dishonestly presents as authoritative.
