Yesterday, Sep. 21, we sent out pledges to a total of 175 city council candidates running in the 2026 Toronto municipal election. Candidates were asked whether they will work implement the policies from our 10-point plan if they win on Oct. 26 🙋
Summary of the pledges we sent out to candidates.

As follows:

Prioritize Public Transit
Make Transit Signal Priority more powerful, remove left turns where possible to speed up bus and streetcar routes, and split up pedestrian crossings to enable more adaptive and dynamic transit signal priority.

Improve Travel Times
Review and act on overly restrictive slow zones and operating practices, and rebalancing stop spacing to speed up vehicles while maintaining access.

Fix Switches
Modernize the outdated switch control system for streetcars, end the practice of stopping at every single streetcar switch, and begin installing double-bladed switches in the streetcar network.

Streetcars of the Future
Invest in a modular track diversion system so that streetcars can safely navigate construction zones without lengthy detours or bus substitution, and plan for double-ended streetcars in future procurement.

FastTrackTO has learned that the posted speed limits for buses on the brand new Scarborough Busway will be 30 km/h near stations and signals. 🐌 This is disappointing, and reduces travel time savings that the busway is meant to provide. Especially re: any express buses.

Combined with TTC operational improvements, cumulative time
savings to date are 10 minutes (Line 5) and 20 minutes (Line 6) per round trip. Work is ongoing to expand the TSP measures to include rotational signal phasing and full signal retiming to create progressions that support a continuous green wave. This is anticipated for completion by September 2026.Building on the momentum from the recent efforts to improve transit travel times on the Line 5 and Line 6 corridors, the combined Transportation Services and TTC team will advance a significant expansion of Enhanced Transit Signal Priority throughout 2026 through a combination of new installations and upgrades to existing locations. The program will focus on high ridership bus and streetcar routes, with emphasis on routes that are expected to play a critical role during FIFA World Cup 2026, including both conventional and Enhanced TSP upgrades and additions to the 509 Harbourfront, 504 King, 63/63B Ossington south of Bloor Street, 7 Bathurst Street, 512 St. Clair Avenue, 505 Dundas, and the continued buildout of the 510 Spadina Avenue corridor.
Collectively, these planned installations and upgrades represent nearly 50 percent more than the number of signalized intersections equipped or upgraded with TSP in any previous year, reflecting the City's commitment to accelerating delivery through additional temporary consulting resources and strengthened interagency coordination.

With phase rotation, however, the left turn phase can either come before (leading) or after (lagging) depending on estimated streetcar arrivals. This *significantly* reduces delays for transit riders!

With lagging left turns, the left turn phase follows the streetcar phase every cycle. This makes no difference to streetcar delay, and thus, minimal benefit to riders.

It's also suggested we use temporary track sections as in other parts of the world to limit shutdowns and constant diversions.

The streetcars are going so slow in part because of antiquated technology Toronto still uses. Modern switch control would fix many intersection slow downs. Dual blade switches would bring the network in line with the light rail lines and even some streetcar yards.

Speed limits imposed on the network in all kinds of places limit the competitiveness of transit. TTC drivers are the safest on the road, and getting more people on transit would make everyone safer. We are systematically driving people out of transit by making it the slowest option on the streets.

Pedestrian islands and multistage crossings are critical for more dynamic traffic light timings. Eliminating left turns - even just selectively - would boost transit with a small cost to drivers, who themselves would benefit from less congestion!

The declining speed of the streetcar network has massively reduced ridership as Toronto has grown significantly. Jonathan speaks as to how this is driving people into cars, and massively increasing congestion, leaving a key asset to the city underused.

Now, Contributor @englishrail.bsky.social is showing our surface transit revitalization plan. A low cost project that would transform Toronto for the better, by saving tons of time, and making the streetcars, light rail and even buses better in Toronto.
