Washington Taxed Its Millionaires. Now the Rich Want It Repealed.
Washington State voters will get a chance to accept or reject the 9.9 percent income tax on millionaires approved by the Legislature, which broke the state’s taboo against levying income taxes.

Nobody — not teachers, not retirees, nobody — will be taxed under the Millionaires Tax unless they make more than a million dollars per year, and voters will always have the final say on any changes to that threshold. Anyone who says otherwise is lying to you.

We’re not paying the benefits of economic growth forward like we used to. Relative to the size of WA’s economy and number of people served, general fund spending has declined substantially over 30 years. The Millionaires Tax can change that. Read more: opportunityinstitute.org/blog/post/mi...

In this case, “thousands of additional households” is four thousand, from 21k to 25k, because DOR assumes more people will become millionaires between now and then. Both figures represent fewer than 1% of households in Washington. 99% will pay no tax.

Opponents to the #WALeg Millionaires Tax are relying on 1930s interpretation of late 19th Century constitutional text. Here is the unofficial 1878 Washington State Constitution, which uses the phrase "class of subjects" in the sentence under debate. What is a "class of subjects"?
Image shows handwritten 1878 unofficial Washington State Constitution, showing the article on Finances, Article XII, Section 2, which reads "All taxes shall be uniform upon the same class of subjects within the territorial limits of the authority levying the tax; and shall be levied and collected under general laws, which shall prescribe such regulations as shall secure a just valuation for taxation of all property, real and personal."

If passed, the House version of the Millionaires Tax would expand the Working Families Tax Credit in two ways: 1) by removing an age restriction to expand the credit for low income young adults and seniors, and 2) by raising the income thresholds to the State Need Standard. What does this mean?
