Rather than supporting another new pipeline, government funds would be better spent supporting clean and affordability technologies, including: 🔌electricity grid infrastructure, ☀️renewable power generation, and 🚗heat pumps & electric vehicles.

Meanwhile, the project has no significant private sector proponent & oil demand is expected to peak around 2030. By the time this new pipeline comes online, demand is likely to already be in decline & taxpayers may end up owning infrastructure that never turns a profit.

Canadians are still subsidizing the Trans Mountain Pipeline with low tolls that fail to cover full project costs. IISD estimates federal costs of up to CAD 18.8 billion over the life of the project. This number may be higher now, after recent changes to the toll structure.

Currently, the pipeline is expected to be 90% owned by Canada and Alberta—meaning Canadians are likely expected to foot up to a CAD 39 billion bill on behalf of profitable oil companies. The government has yet to demonstrate it will be worth the cost.

Producing more LNG will also increase Canada’s domestic emissions & worsen climate change while exporting it will slow the transition to clean energy. LNG Canada Phase 1 is expected to emit roughly as much as 450,000 gas-powered vehicles, doubling with LNG Canada Phase 2.

Yet an LNG supply glut is expected by 2030, putting high-cost projects at risk of becoming unprofitable as prices fall. Canadian LNG projects have breakeven prices at USD 9 to USD 12 per thousand cubic feet, while those in Qatar and the U.S. fall between USD 6 and USD 9.

LNG Canada is relying on substantial gov't financial support. While we don’t yet know the subsidies committed to Phase 2, Phase 1 is on track to receive at least CAD 1.36 bn in support by the end of 2030. The CGL pipeline has already received CAD 700 mn in public financing.
