3️⃣ developments in psychiatry as a branch of medicine 4️⃣ (probably) disconnection of communities via urbanisation/broader economic change I don't think the past is a reliable guide to the future (like any well-trained historian!) but the point is - we're not facing a totally novel phenomenon.

Obligatory reminder: Everyone was really worried about rising rates of mental illness in the *19th century* as well, and that was also due to a mixture of: 1️⃣ what diagnosis 'got' you (care, of a sort) 2️⃣ what changes to the welfare system (eg. relief via the workhouse) revealed about social need

Relatively quiet set of labour market stats. But flat figures in context of 3.9m people out of work and say they want a job & 1m+ young people are NEET. Glass half full: labour market resilient given everything. Glass half empty: can't see improvements in underlying challenges coming anytime soon.

You can do that without doing curriculum reform, but your curriculum reform will fail without it. I'm aware the PM can't mandate 'systems change' - that's literally the whole point. The PM's wider devo ambitions probably will work to catalyse new local partnerships. So..why this as well?

If you want to get more joined-up pathways for young people in a place, you need employers, schools, and other training providers (+ CAHMS, vol sector, etc) to all get round a table and agree how they will work together. That is a *necessary* condition for him to achieve his plans.

Emily Andrews @emilyishness.bsky.social · 04/08/2026
By many accounts, Andy Burnham was a 'systems change' Mayor: his key strength wasn't in pulling his (limited) spending and regulatory levers, but in getting people round a table and getting them to agree to work differently together. This is the essence of systems change.
100
Emily Andrews @emilyishness.bsky.social · 04/08/2026
Does Andy Burnham care about 'systems change'? 'Systems change' is the buzz phrase among place-based policy-folk. Surely people in GMCA talked about it with him when he was there - even if he didn't use the term much himself. 🧵

Hopkins' poems of finding solace, vibrancy and meaning in nature really helped me in some hard times. Here is an ode to my local park, inspired by 'Nothing is so Beautiful as Spring'. It's a Golden Shovel (read the final word of each line), so it's sort of nestled within Hopkins' poem.

5/6 There are already forums and pathways for employers to engage in the skills system: LSIPs, T-level placements, connecting w/ employment support programmes, informal arrangements with schools and colleges, whatever forums LAs and MSAs set up themselves, etc etc.
100
Emily Andrews @emilyishness.bsky.social · 28/07/2026
4/6 If I was going to pick a pathway through these options, and a problem to tackle, I would go with the employer engagement issue. But I'd start a test-and-learn programme to try and get more employers engaged with the *current* system, before I started changing it.

3/6💡None of those are unique to Burnham. So why aren't they happening? Hypotheses implicit in the announcement: 1️⃣lack of appropriate vocational quals (@ GCSE level) 2️⃣ links between schools and employers are weak 3️⃣ the system is too centralised
100
Emily Andrews @emilyishness.bsky.social · 28/07/2026
2/6 💡What is your goal? I can see three potential goals in this announcement): 1️⃣ stronger links between school-age ppl and work - to get young ppl more attached to labour market 2️⃣ more progression pathways outside university 3️⃣ make education system more responsive to needs of growth/local sectors.

The Milburn review is expected to put out an interim report this week, diagnosing the challenges faced by young people who are NEET. However, we’ll have to wait until autumn for the solutions. But, do we? And should young people have to wait? We already know quite a lot about what works. 🧵

1. Fairly flat set of labour market stats today. Some further easing, including in earnings growth, but any falls seem much smaller than pre-Christmas data. This leaves underlying challenges, like needing another 2m people in work to hit Govt 80% employment rate target. And economic risks ahead.
