I would bet a shiny nickel that the reason it's on Android 8.1 is that the SoC driver doesn't have updates beyond that, and it is expensive to scrap and replace the existing hardware. I think the takeaway lesson is that the Android hardware ecosystem assumes disposability (and Flock did not).
